The Site is forested and undeveloped. A drainage runs southwest to northeast and contains mostly hardwood trees with a few pines. The uplands along the western and northern
boundary contain mostly pine trees. Surrounding areas are mostly residential with sparse woodlands.

This project has been designed to meet purpose and need while avoiding and minimizing impacts to onsite natural resources to the greatest extent
practicable. There are 0.32 acre of onsite wetlands, of which only 0.012 acres are proposed to be permanently impacted. There are 1,016 linear feet of
stream onsite, and only 68 linear feet are proposed to be permanently impacted. Only 9,817 acres of Zone 1 buffers are proposed to be permanently
impacted by the project, and 5,955 acres of Zone 2 buffers are proposed to be permanently impacted by the project.

Construction fencing will be used to define the construction corridor and prevent any accidental, additional impacts. The Project will be phased so as to
prevent large areas of land disturbance that could contribute to sediment runoff into the streams and wetlands.

National Historic District' (WA4441) +/- 0.1 mile west of the Site. The Clarence Poe House (WA2451) is designated as a "Study List (SL)" property and is
located +/- 0.25 mile north of the Site. Figure 4 depicts the locations of these properties in relation to the Site.

On behalf of Southern Purchasing Group, LLC (owner and applicant), please find attached a complete application
and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE)
that the activities associated with the proposed development of the 500 Rawls Drive Towns subdivision (Project)
may proceed under Nationwide Permit (NWP) 29, General Certification 4256 (GC 4256), and Neuse Riparian
Buffer Authorization
Protect Purpose and Location
The Project includes the construction of a residential townhome subdivision. The +/-7.94-acre tract is located at
500 Rawls Drive in east Raleigh, Wake County. The coordinates of 35.7753°N, 78.5886°W generally correspond
to the center of the Site.
Protect Detail
The proposed Project consists of the construction of a townhome development with associated driveways,
utilities, and roads. Municipal sewer and water are available to the Site.
Access to the Site will be provided via Warren Avenue to the west. Heavy equipment typically used for utility
installation projects (e.g., backhoes, bulldozers, etc.) will be utilized.
No federally threatened or endangered species are listed to occur on the Site according to the NC Natural
Heritage Program (NCNHP) Database. One elemental occurrence of Carolina madtom and Atlantic pigtoe are
listed within 1.0 mile of the Site (see attached report dated November 1, 2021).
The Site itself is not listed as a historic property. There are forty-one historic properties located within 0.5 mile of
the Site based on a query of the North Carolina State Historic Preservation Office (NCSHPO) database. Forty
properties are designated as "Surveyed Only (SO)," "SO -Gone," "Blockface (BF)," or "Surveyed Area (SA)." The
majority of these properties are located in the "Longview Gardens National Historic District' (WA4441) +/- 0.1
mile west of the Site. The Clarence Poe House (WA2451) is designated as a "Study List (SL)" property and is
located +/- 0.25 mile north of the Site. Figure 4 depicts the locations of these properties in relation to the Site.

accidental additional impacts, while silt fencing will be installed to provide additional protection from runoff.
Protect Impacts
The proposed road crossing will result in 0.012 acre of permanent wetland impact and 68 linear feet of permanent
stream impact. Permanent riparian buffer impacts total 9,817 sf in Zone 1 and 5,955 sf in Zone 2 for the proposed
road crossing and installation of drainage conveyances. No other impacts are proposed.
Mitigation
Permanent wetland impacts total 0.012 acre and permanent intermittent stream impacts total 68 linear feet of
stream which are below mitigation thresholds. Riparian buffer impacts are either "Deemed Allowable" or
"Allowable Upon Authorization." No mitigation is proposed for this Project.

The North Carolina Natural Heritage Program (NCNHP) appreciates the opportunity to provide
information about natural heritage resources for the project referenced above.
Based on the project area mapped with your request, a query of the NCNHP database indicates that
there are no records for rare species, important natural communities, natural areas, and/or
conservation/managed areas within the proposed project boundary. Please note that although there
may be no documentation of natural heritage elements within the project boundary, it does not
imply or confirm their absence; the area may not have been surveyed. The results of this query
should not be substituted for field surveys where suitable habitat exists. In the event that rare
species are found within the project area, please contact the NCNHP so that we may update our
records.
The attached `Potential Occurrences' table summarizes rare species and natural communities that
have been documented within a one -mile radius of the property boundary. The proximity of these
records suggests that these natural heritage elements may potentially be present in the project area
if suitable habitat exists. Tables of natural areas and conservation/managed areas within a one -mile
radius of the project area, if any, are also included in this report.
If a Federally -listed species is found within the project area or is indicated within a one -mile radius of
the project area, the NCNHP recommends contacting the US Fish and Wildlife Service (USFWS) for
guidance. Contact information for USFWS offices in North Carolina is found here:

Please note that natural heritage element data are maintained for the purposes of conservation
planning, project review, and scientific research, and are not intended for use as the primary criteria
for regulatory decisions. Information provided by the NCNHP database may not be published

source in these publications. Maps of NCNHP data may not be redistributed without permission.
The NC Natural Heritage Program may follow this letter with additional correspondence if a
