In thinking about your concern about the amount of information needed for a driveway, I was wondering why the land owner wanted a 20' roadway for his single family residence. That seems very unusual. If, for example, he had chosen a 10' roadway, he might have been able to get out of the requirement to obtain a DWR permit by disturbing less than 25' stream buffer at the crossing. If he disturbs more than the 25' of stream bank, he must show that the newly created stormwater discharge will cross the buffer in a diffuse manner. I did find the full -sized drawings today that you submitted earlier. Unfortunately, the two DWR staff who could have located the original drawings for me were on extended sick leave. When I sent you the October 4t" email (see below), I asked for information showing how you can meet the diffuse flow requirements of any new stormwater discharge resulting from the road and the crossing. Since your response did not mention how you would address the "diffuse" flow requirement, I figured that that information was included in the other drawings that I had not seen. After looking at the larger drawings, I see that the information that I asked for in my October 4t" email is not included. Therefore, you need to get me the information I need so I can certify that the requirements that only diffuse, and non - erosive stormwater will flow across the 50' Tar - Pamlico buffer. Although there are various ways to provide that information, my basic needs are: 1. Show on a drawing what the final elevations and slope of the road will be so I will know what flows are going across the buffers at the crossing and what flows are diffused across the landscape 2. Show on a drawing if swales or ditches will line the road or if runoff from the road will flow in a diffuse manner across the landscape. 3. Show on a drawing the drainage area that is contributing stormwater to the buffer area. 4. Calculation of velocity of stormwater going across the buffer and how the Diffuse Flow Requirement of the Tar - Pamlico buffer rules will be met. Per the requirements of the Tar - Pamlico Riparian Buffer Rule, you must show that the site meets the diffuse flow requirements with a level spreader- vegetated filter strip or other BMP per Chapter 8 of the BMP Manual (see http: / /Portal.ncdenr.org /web /wq /ws /su /bmp- manual). I cannot make the determination without having information (preferably engineered drawings) showing final grading elevations, stormwater drainage patterns and the presence of any ditches or swales.
