The below referenced FINAL Record Drawing (As -Built) Report review has been requested by NCDMS.
Per Section 332.8(g) of the 2008 Mitigation Rule, this review follows the streamlined review process,
which requires an IRT review period of 15 calendar days from this email notification. Please provide any
comments by 5 PM on the 15-day comment deadline shown below. When providing comments please
indicate if your concerns are great enough that you recommend not issuing the credit release.
Comments provided after the 15-day comment deadline (shown below) may not be considered.
At the conclusion of this comment period, a copy of all comments will be provided to NCDMS and the
NCIRT along with District Engineer's intent to approve or disapprove this Final Record Drawing and initial
credit release.

Please note:
Stream construction and planting were complete by March 1, 2021. No major field adjustments were
made during construction that differ from the design plans. Changes were made due to unforeseen site
conditions and availability of on -site materials. Field adjustments are listed in Section 5.1 of the MYO
report and in the record drawings.
Changes to the planting list were made to account for the species availability at the time of planting and
some areas of supplemental planting were removed at the engineer's discretion. Vegetation planting
plan changes are detailed in Section 5.1.7 of the MYO report and in the record drawings.
A 10-foot farm path was fenced within the conservation easement along Venable Creek Reach 3. The
encroachment is due to a miscommunication with the surveyor about the placement of the easement
line. This encroachment upon the 30-foot buffer width affects 38 LF of Venable Creek. The overall
buffer impacts have been calculated to be 2.77%, which is below the allowable 5% threshold. This issue
is detailed in Section 5.2.1 of the MYO report and is shown on Sheet 1.3 in the record drawings.
A farm crossing culvert on UT2 Reach 2 extends into the conservation easement on the upstream side
and downstream side of the internal easement crossing approximately 4 linear feet and 6 linear feet,
respectively. This encroachment was included on the Mitigation Plan set for the project; however, the
length adjustment was inadvertently excluded from the reach length calculation in the Mitigation Plan
Project Asset Table. A loss of 10 linear feet is reflected in the total as -built linear footage for UT2 Reach
2 in Table 1 of Appendix 1 of the MYO report. This issue is detailed in Section 5.2.2 of the MYO report
and is shown on Sheet 1.16 of the record drawings.
DMS has discussed the two documented conservation easement infrastructure encroachments with
Wildlands Engineering, the State Property Office (SPO) and DEQ Stewardship. DMS has also requested
that Wildlands Engineering discuss these areas directly with the project landowner. Based on these
conversations, DMS plans to document these minor infrastructure encroachments in the DMS
infrastructure geodatabase and DEQ Stewardship project file without completing a conservation

easement modification.
