Dear Mr. Roden -Reynolds and Mr. Johnson,
HDR, on behalf of Union County Public Works (Union County), is requesting a modification to the approved
Clean Water Act Section 404 Nationwide Permit 12 for Utility Line Activities (Action ID: SAW-2018-01144) and
Section 401 Water Quality Certification (DWR# 20-0859) for design changes related to the Yadkin Regional
Water Supply Project.
The final erosion and sediment control (E&SC) design resulted in additional impacts to jurisdictional surface
waters not included in the approved permit authorization. In addition, changes to the limits of disturbance to
meet E&SC requirements resulted in reduced impacts to jurisdictional surface waters previously authorized in
the approved permit. Changes in impacts will result in a net decrease of 112 linear feet of impacts to
jurisdictional streams and net decrease of 0.005 acres of impact to jurisdictional wetlands.
The following documentation is enclosed for your review and approval:
1. New spreadsheet documenting changes to the permitted impacts.
2. Revised figures documenting changes to the permitted impacts.
3. Revised impact tables documenting final proposed impacts. (Note: Separate tabs in Excel spreadsheet
for stream, wetland, and open water impacts.)
4. NCDWR Project Submittal Interim Form Submission Documentation.
