PROJECT NARRATIVE
Cutter Creek Plantation
Greene County, NC
July 2007
INTRODUCTION
Mill Run Development Group, LLC proposes to construct a residential subdivision and golf
course, named the Cutter Creek Plantation, which will contain a total of 745 residential units and an
18-hole Audubon Sanctuary Certified golf course. Additionally, there will be approximately 18 acres
of commercial/retail space and amenities. In order to access uplands within the site, one
wetland/stream crossing and two Waters of the U.S. crossings are needed. Additional impacts to
ditches classified as Waters of the U.S. are needed for golf-course and stormwater development. An
eleven-acre lake is proposed to be created by constructing a dam across a stream located in the middle
of the property and is to be the centerpiece of the development. Total proposed impacts are 0.025
acres of 404 wetlands, 0.170 acres of Waters of the U.S., 2,550 LF of stream, and 1.91 acres of riparian
buffer. The project area is located within the Neuse River Basin and is 634 acres in size.
EXISTING CONDITIONS
The 634-acre site is located in Greene County at the intersection of Hwy. 58 and Hwy. 123 on
the northwest side of Hwy. 123 (Figures 1 & 2). Freshwater wetlands were delineated in 2006 by Scott
Stone with Environmental Soil Services and in 2007 by Paul Farley of Land Management Group, Inc.
This wetland line was approved by Mr. Scott Jones of the U.S. Army Corps of Engineers. The site
contains a total of 33.68 acres of 404 wetlands. Three un-named blue-line streams are located on the
property and discharge into Rainbow Creek which eventually connects to Contentnea Creek. Both
Rainbow Creek and Contentnea Creek are classified as C; Swamp Waters (Sw) and Nutrient Sensitive
Waters (NSW) by the Division of Water Quality. The C classification is given to waters that are
protected for secondary recreation, fishing, wildlife, fish and aquatic life propagation and survival, and
agriculture. Secondary recreation includes wading, boating, and other uses involving human body
contact with water where such activities take place in an infrequent, unorganized, or incidental manner.
This classification has no restrictions on watershed development or types of discharges. The Swamp
Waters designation is a supplemental classification intended to recognize those waters that generally

have naturally occurring very low velocities, low pH and low dissolved oxygen. Nutrient Sensitive
Waters refers to a classification intended for waters needing additional nutrient management due to
their being subject to excessive growth of microscopic or macroscopic vegetation. In general,
management strategies for point and nonpoint source pollution control require control of nutrients
(nitrogen and/or phosphorus usually) such that excessive growths of vegetation are reduced or
prevented and there is no increase in nutrients over tazget levels. Management strategies are site-
specific. No specific restrictions on development are involved.
This site has historically been cultivated for agricultural production and most of the uplands
within the site aze fields. A nazrow fi-inge of forested wetlands and uplands aze located adjacent to
Rainbow Creek and two of the unnamed blue-line features. These wetlands support loblolly pine
(Pirrus taeda), sweetgum (Liquidambar stryraciflua), red maple (Ater rubrum}, sweetbay (Magnolia
virginiana), and bald cypress (Taxodium distichum). Forested uplands on the site support American
holly (Ilex opaca), loblolly pine (Pinus taeda), dogwood (Corpus florrda), hickory (Carya sp.), red oak
(Quercus falcata), and white oak (Quercus alba). The third blue line stream (proposed for lake
development) does not contain a forested buffer until it reaches the floodplains associated with
Rainbow Creek. A grass buffer has been maintained along this stream for many years (see enclosure).
There is a fertilizer plant located on the property off of Highway 58. According to the Greene County
Generalized Soil Survey, uplands within the site aze classified as Norfolk loamy sand and Cowarts
sandy loam (Figure 3). Wetlands within the site aze shown as Bibb loam (along Rainbow Creek). The
property is currently zoned as agricultural by Greene County. There aze several dirt roads located
throughout the tract, most of which are approximately 20' wide (Figure 4). Surrounding land use is
residential, agriculture, or forested.
Habitat with the potential for supporting listed species was identified by reviewing aerial
photographs, soils maps, and topographic maps of the property and by walking throughout the site. A
search of the North Carolina Natural Heritage Program database was conducted to determine whether
any state or federally listed raze species have previously been observed within or near the project area
(1/2 mile radius). No known record of any threatened or endangered species exists or near the project
site.
On May 4, 2007, staff of Land Management Group, Inc. evaluated the project area for its
potential to support federally-listed threatened or endangered species (Table 1). The red-cockaded

woodpecker (RCVS is generally found in old-growth pine forests and prefers mature longleaf pines
with at least a 15" DBH for nesting and foraging. Dense stands (stands that are primarily hardwood, or
that have a dense hardwood understory) are avoided. In mature pine habitat, sufficient substrate can be
provided on 80 to 125 acres. No cavities or red-cockaded woodpeckers were observed during the
survey. Most of the tract is in agricultural production and does not contain suitable habitat. Several
mature pine trees were observed in wetlands adjacent to Rainbow Creek and the westernmost stream
and runs north-south through the property. However, this area was too thickly vegetated to provide
suitable habitat for the red-cockaded woodpecker.
The Carolina Madtom is found on the Piedmont and Coastal Plain in the Neuse and Tar River
drainages in North Carolina. It inhabits sandy and gravelly riffles and runs of small to medium rivers.
It usually is found near woody debris. Based on NC Natural Heritage Program data, this species is not
known to occur within 1/2 mile of the project site.

ALTERNATIVES ANALYSIS
The alternatives evaluated include a no-action alternative, off-site alternatives, two on-site
alternatives, and the preferred project.

No-Action Alternative
The no-action alternative would keep the site in its current,'undeveloped condition and would
prohibit the applicant from constructing a development on this site. The no-action alternative is not
considered feasible for two reasons. This alternative would leave approximately 577 acres of~plands
undeveloped. This would cost the current owner of the tract approximately $69,200,000 (price of the
tract) in potential revenue. Furthermore, this project would add up to $250 million to the tax base of
Greene County, which would represent 1/3 of the tax base of the County. Greene County is the only
county in the state that does not have at least one golf course. The goal of this project is to create a golf
course that has a level of quality that would attract PGA events at Cutter Creek. This would bring in
tourist dollars to this area of the state. The inability to develop this golf course community would be a
significant loss of return for the applicant and the residents of Greene County (see enclosures).
Therefore, this alternative is not considered feasible.
Alternate Sites
The proposed project is a large residential subdivision and golf course within the Hookerton
area. A portion of this tract has been owned by the applicant and/or his family since 1912. Therefore,
the other sites that were evaluated for this project were those that the applicant akeady owned.
However, these tracts were all less than 200 acres and were not considered suitable for the project. The
cost to purchase another suitable tract of land at current real estate prices would not be cost effective.
On-site Alternative #1
The applicant evaluated an alternative site design that proposed to excavate the lake (Lake
Nina} from uplands. This alternative would cost $1,335,000 to excavate, $1,000,000 for two wells to
supply this upland lake and another $550,000 to install a liner. In addition to these direct construction
costs, this alternative would reduce the number of lots, resulting in a loss of $5,700,000 to $7,600,000
in lot sales. This design would also decrease the number of homes with lake views subsequently
reducing the overall revenues by $2,000,000. Because of these direct and indirect costs, this alternative
is not feasible.
On-site Alternative #2
Another on-site alternative that was considered would excavate Lake Nina from the
westernmost stream on the property. Unlike the chosen stream, this stream contains adjacent wetlands
and is forested. Constructing the lake from this stream would result in greater impacts, approximately

2500 LF of stream impacts, 2.95 acres of wetlands, and five acres of riparian buffer, and would incur
more cost for clearing and landscaping. Because of the environmental and economic issues associated
with this site plan, this alternative is not considered feasible.
Preferred Project
The preferred project consists of developing over 571 single-family lots and 174 multi-family
units, an Audubon Sanctuary Certified golf course, an 11-acre lake, 18 acres of commercial/retail
space and amenities, and 44,807 linear feet of roadways (Figures 5-9). The improvements at Cutter
Creek Plantation will consist of roadway grading and paving, the installation of water main and
services, and the installation of stormwater and wastewater collection systems. All of the roads will be
private. The city of Kinston will provide sewage capacity and Greene County will maintain the sewage
operation.
The 11-acre lake, Lake Nina, will be the centerpiece of the golf course. It will also be the
primary source of water for irrigation of the golf course and the common areas throughout Cutter
Creek. In addition to Lake Nina, there will be ten smaller lakes throughout the development whose
water level will be maintained through the irrigation system tied to Lake Nina. The lake will be stream
fed and will be supplemented with water from Rainbow Creek. A dam will be constructed at the
northern part of the proposed lake in accordance with engineered designs (enclosed). In compliance
with Neuse River Buffer rules, the applicant intends to establish vegetation in most areas adjacent to
the lake to create a 50' buffer. These areas will be vegetated with low lying shrubs or tall herbaceous
species (Figure 6). Two golf holes have been designed so that they will be played across the lake.
These areas will need to be vegetated as turf to maintain visibility for the golfer.
Accessing uplands within the site will require crossing a stream with adjacent wetlands in one
location and crossing two ditches classified as Waters of the U.S. Culverts will be installed at the
wetland stream crossing. Utilities will be placed within the road right-of--way throughout the tract.
The number of lots planned within the tract is based on the price of the tract, development
costs, and the applicant's anticipated profit margin. The applicant's family has owned sections of the
land for many years. The estimated development and land costs of the proposed project, including
construction of roads and utilities, engineering, land planning, and fmance costs are anticipated to be
between $30 million and $50 million. The developers are proposing 745 units, ranging in price from

$20,000 to $250,000 with premiums. Assuming all of the units are sold, approximately $60 million
will be generated.
When built out, the community will add over $250 million to the tax base of Greene County,
which would represent 1/3 of the tax base of the County. In addition, this new population will create
new businesses and add increased revenue to existing businesses.
POTENTIAL ENVIRONMENTAL IMPACTS
The proposed project would impact 0.025 acre of 404 wetlands, 0.170 acre of Waters of the
U.S., and 2,550 linear feet of stream (Figure 5). In addition, 1.91 acres of riparian buffer will be
impacted. Secondary impacts to wetlands and water quality could occur during and after construction
of the project through erosion and stormwater runoff. These potential impacts will be minimized by the
development and implementation of a Stormwater Plan and a Sedimentation and Erosion Control Plan.
These plans will reduce the potential for erosion or runoff into wetlands and other water bodies located
off site.
MITIGATION
The applicant has attempted to minimize wetland, stream, and riparian buffer impacts as much
as possible. The stream from which Lake Nina will be constructed does not have any vegetative buffer
and has been degraded from many years of agricultural practices. Therefore, the proposed development
will actually increase the overall amount of woody buffer along the streams in Cutter Creek. Proposed
road crossings are at narrow points along the stream/wetland. No wetland impacts are proposed for
individual lot fill.
To mitigate for proposed wetland and stream impacts, all remaining wetlands and streams will
be preserved to ensure no additional impacts beyond what is being requested here. This will protect
approximately 33.65 acres of wetlands and 13,450 LF of stream. The preservation mechanism is
currently being developed. The applicant is currently evaluating stream restoration opportunities within
the vicinity of this project and will provide this information to the regulatory agencies as soon as
possible. To mitigate for the majority of the buffer impacts, 1.23 acres of vegetated buffer will be
added to sections that are exempt from the riparian buffer rules (located within the grassed buffer area)
(Figure 6).

existing Royster-Clark fertilizer plant to an offsite location. This will effectively remove the presence
of pure nitrogen, fertilizer products, and other hazardous materials associated with the sale of
agricultural fertilizer that could possibly infiltrate the two streams located within 200 yards of the
facility. Furthermore, the Cutter Creek golf course, with the addition of Lake Nina, will effectively
remove 400 acres from farming production that currently is used to raise crops that are very dependent
on nitrogen and pesticides for production.
The proposed golf course will by an Audubon Sanctuary Certified course employing the use of
environmentally sound fertilizing and landscaping methodologies. This golf course will utilize Best
Management Practices and Integrated Pest Management that will benefit streams and water quality.
This development will create and enhance woody and aquatic habitat for birds and animals throughout
the area.

Dear Mr. Shackleford:
You have asked that we determine the impact on Greene County's Tax Base assuming
that Cutter Creek is full developed. Based on the information provided by Parker
Associates, the improved residential value would be approximately 209 million dollars.
In addition, the amenities (golf course, commercial establishments) would contribute @
41 million dollars. Therefore, the assumption would be that the tax base would
eventually increase @ 250 million dollars. For the tax year 2006, the total assessed
value of taxable property was $901,525,570 (audited by Barrow, Parris, & Associates).
If this value had included this development, it would have represented @27.7% of the
tax base. Using the 2006 value and projecting the value of this development forward,
the development would potentially represent 21.7% of the tax base.
