The request is for the transfer of approximately 100,000 gallons/yr (25,000 gal/quarter) over a five year period. I understand that the reasons for the request are that the Town of Fairmont desires to receive seed sludge to enhance operations and the Town of Fair Bluff considers the disposal plan as a cost effective alternative. Also, I.have reviewed request letters from both towns, and Fair Bluff's characterization and TCLP results. Complete hazardous characterization results (including ignitability, corrosivity and reactivity) were not provided. However, the writer does not consider the Fair Bluff sludge source likely to be hazardous. This letter will allow you to immediately begin sludge transfer operations as proposed for a period to end on the up -coming renewal date of the Town of Fair Bluff's sludge permit (W00001935). The writer will estimate this temporary approval period to be approximately 90 days. The writer intends to seek comments from the Division's Fayetteville Regional Office, Water Quality Section, relative to the long-term request for sludge transfers to the Fairmont plant headworks. If the five year sludge transfer period is deemed acceptable by the Fayetteville Regional Office and the Division's Central Office, Permit No. W00001935 will authorize such future sludge transfers over the long term period with special permit conditions relating to this specialized. operation. This temporary approval will end on the renewal date of Permit No. W00001935 and contains the following operational conditions: 1) The Town of Fair Bluff shall be responsible for maintaining records and reporting, via Fair Bluff's residuals land application annual report, the total sludge volume removed (gallons), and the date of transfer to the Fairmont plant headworks. 2) The transfer operations should be performed primarily to aid the operation of the Fairmont plant. Transfer operations should be discontinued if determined to create adverse effects to the Fairmont plant. 3) Sludge spills shall be reported to the Wilmington Regional Office, Water Quality Section (910- 395-3900) as soon as possible or within 24 hours of the incident. The hauler shall initiate sludge clean-up and proper disposal as soon as practical. N. C. TATUM, 1. am writing this formal request to the Town of Fairmont for their assistance in the removal of biosolids from the Town of Fair Bluf 's Wastewater Treatment Plant, There • has been an informal agreement between Fairmont and FairBluff since operation of the new Wastewater Treatment Plant began. Fairmont has taken biosolids from the FairBluff Wastewater Treatment Plant on a number of occasion since start up of the new wastewater treatment plant plant with no impact on Fairmont's Plant at all, 1 request that in addition to Fair Bluff land application program that Town of FairBluffbe allowed to' haul biosolds to Fairmont's Wastewateer treatment plant if both parties are. in agreement.. • It is my estimation that we will wish to haul approximately 25,O0( gallons per quarter (not to exceed 100,000 gallons per year): Your immediate attention in this matter would be greatly appreciated.
