The site is located north of Bethel School Road, south of NC Highway 24/27 and west of US Highway 601, in the town of Midland, North Carolina. ESP was tasked to review the Midland/Saddlebrook property for natural resource issues including but not limited to the presence of wetlands, streams, and threatened and endangered species habitat. Natural resource investigations were performed in 2006 on the original 41-acre parcel of the Midland/Saddlebrook site in May, on the 67-acre parcel on July 27, and on the additiona12.4-acre parcel on November 17. A jurisdictional determination was conducted on the entire site by Mr. Steve Lund (USAGE), Renee Gallimore and Nick Garner of ESP on December 5, 2006 and by Mr. Alan Johnson (NCDWQ) and Renee Gallimore on June 26, 2007. Based on ESP's assessment of on-site conditions using the criteria outlined in the 1987 USAGE Wetland Delineation Manual and the NCDWQ Stream Identification Form, four intermittent streams, five wetland areas and an open water pond were identified within the Site during our field investigations. Although all streams on the site were originally classified as intermittent, based on field conditions observed during the site visit conducted on June 26, 2007, it has been determined that the eastern fork of the stream system located within the 41-acre parcel should be classified as perennial instead of intermittent, due to the presence of perennial biological indicators.
