Mr. Bushart,
This letter is to inform you that effective April 30, 2009 the Town ofFairbluff has elected
not to seek renewal of their L.A. Permit. As you recall we have been pumping and
hauling the residuals for the Town of Fairbluff and transferring them to the Town of
Fairinont's Regional W.W.T.F. (100,000 gallons per year maximum).: We will continue
to handle the bio-solids in the same mariner. We realize that we will need to obtain a
pump and haul permit which will be good for a period of 6 months and would then need
to be renewed.
The purpose behind this action is due to the fact that the Town of Fairbluff and the Town
ofFairmont are in the process of connecting a line directly from Fairbluff tO the Regional
WAY.T.F. Our understanding is this should be on-line in approximately one (1) year. We
have not used the L.A. Site in the past 5 years since the current L.A. Permit was issued
and prior to this date. Everything seems to be working well for both Towns and this
seems to be the best economical solution for the Town of Fairbuff. 1 have obtained new
letters from both towns(enclosed) requesting this serVice.
Please contact me at your earliest convenience to advise me of our next step in properly
handling this request. Your assistance in this Matter is greatly appreciated and I look
forward to hearing from you in the near future.

Dear Mr. Proctor:
I gain writing this formal request to the Town of Fairmont for your assistance in the removal of bii::solids
from the Town of Fairm )nt's wastewater treatment plant.
There has been an informal agreement between Fairmont and Fair Bluff since , operation of our
Wastewater treatment pl ant began. Fairmont has taken biosolids from the Fair Bluff wastewater treatmer4 plant
on a number of occasio: is since start-up of the wastewater treatment plant with no imprct at all on Fairmont's
plant.
I request that, i t addition to Fair Bluffs land application program, that the Town of Fair Bluff be
allowed tl:' haul biosolil Is to Fairmont's wastewater treatment plant if both parties are in agmement. lr, is my
estimation that we will vish to haul approximately 25,000 gallons per quarter (not to exceed 100,000 pc: year).

This letter is to advise you that the Town of Fairbluff will not be seeking to renew their
L.A. Permit # WQ0001935 when it expires on April 30, 2009. They are in the process of
connecting lines from their Town directly to the Town of Fairmont's W.W.T.F. We have
not used this L.A. Site since the last renewal and the bio-solids have been transferred to
the same W.W.T.F. (maximum of 100,000 gallons per year). This pipeline is scheduled to
be completed during 2009.
All parties seem to be pleased with the current processing method and we expect to apply
for a pump & haul permit from N.C.D.N.R. located in Wilmington, N.C. after their
current Permit expires in April of 2009. Hopefully, the completion of this pipelinewill
only involve one (1) pump & haul permit which is good for a 6 month period.
