The site is located east of the terminus of Ed Nixon Road, approximately ten miles north of Elkin and seven miles west of Dobson in Surry County, North Carolina. The 11.22-acre project proposes to restore 2,283 linear feet (LF), enhance 1,991 LF and preserve 508 LF of existing stream, generating 2,962.067 cool Stream Mitigation Units (SMU) along Mill Creek and two unnamed tributaries in the Upper Yadkin Watershed of the Upper Pee Dee River Basin (03040101). The purpose of this letter is to confirm the MY1 release of credits for this mitigation site. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific Gideon Final Mitigation Plan dated August 2019, fifteen percent (15%) of the mitigation site's total restoration and enhancement shall be available for sale immediately upon completion of the required tasks pursuant to the Mitigation Plan. By copy of this correspondence, we confirm that you have satisfied the above requirements for the As-Built/MYO release for all parcels within the bank; and 436.69 SMU's constituting 15% of the mitigation site's total restoration and enhancement credits are now available for sale. During the NCIRT review, comments were made by agency representatives regarding concerns noted with the As-Built/MYO conditions. These comments are noted below and in the site visit meeting minutes emailed by RES to the IRT on August 26, 2021 which are attached to this letter below. Please track the status of project concerns in future monitoring reports and any actions taken to address them. 1. During the IRT As -Built site visit on August 26, 2021 several areas of bank erosion were noted along MC2-A, especially the downstream portion. RES committed to repairing these areas during the dormant season. 2. Areas of bank erosion and bar formation were noted along MC2-13 just below MC2-A. Track the condition of this area in MY1. 3. There was low live stake survival/vigor noted along JN6-C which RES was going to address with supplemental planting during the dormant season. 4. The IRT was concerned about the lack of overbank flow evidence along the floodplain of MC2-A despite the multiple large storm events mentioned since construction was completed in the spring. It'll be important to document bankfull events with the gauge data, and supplemental photos may also be helpful. Thank you for your time and cooperation. Project Summary Steve Kichefski, USACE Brad Breslow, RES Ryan Medric, RES Construction and as -built set-up of the Gideon Mitigation Project, within the RES Yadkin 01 UMBI, are now complete. As constructed, the Gideon Mitigation Project will provide 2,962.067 stream mitigation units (SMUs). Site Visit Discussion - Multiple areas of bank erosion were noted on MC2-A. Rain gauge data from North Carolina State Climate Office Mt. Airy (approximately nine miles from the site) shows that there were seven rain events between one and two inches since March 2021. RES plans to repair these areas this dormant season with haybales, matting, livestakes, brush mattresses, etc. - A couple headcuts were noted along the top of bank of MC2-A. These areas likely were a result of flood waters cutting back into the stream channel. RES plans to repair these areas this dormant season with haybales, matting, livestakes, brush mattresses, etc. - Reach JN6-C seemed to have low livestake vigor. RES plans to add supplemental livestakes to this reach during this dormant season. - Multiple areas of bank erosion were noted on the enhancement III reach MC2-Bjust below MC2- A. - There was discussion about the lack of supplemental planting on JN6 above the crossing. Though it was mentioned in the Mitigation Plan language; the construction plans/monitoring figure only showed the planting proposed for the area of restoration above the crossing. From: Davis. In accordance with the plan, an additional 436.69 stream mitigation units are now available for the Gideon Mitigation Site.
