Yes No Permit Type: usace Project Description: NCDOT proposes to replace Structure No. 97 on SR 1311 (Boone's Bridge Road) over a small drainage to the Meherrin River in Hertford County. Early plans are available for this replace- in-kind project which establishes a study area and Area of Potential Effects. Based on the designs, a length of 800 feet centered slightly west of the existing bridge and with a width of 100 feet captures the proposed construction limits. These limits describe the Area of Potential Effects for the project. Much of the APE is disturbed by the existing roadway. Since a USACE permit is anticipated, this archaeological review for a federal undertaking falls under Section 106 of the National Historic Preservation Act. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The bridge to be replaced is located along SR 1311, Boone's Bridge Road. USGS and GIS mapping show a small drainage crossing under SR 1311 at Str. No. 07. Much of the project will likely fall within the existing ROW though the Area of Potential Effects allows for cut and fill areas and other design changes. USGS mapping (Sunbeam) and aerial photography was studied (see Figures 1 and 2). Google street view tools were available and show forests adjacent to the bridge with residences and farms present further from the road. No known cemetery is present at the APE. The Office of State Archaeology data was referenced and yielded no nearby archaeological sites or surveys within a mile of the project. Soils at the bridge include Craven fine sandy loam (8-12 percent slopes, eroded) though since the drainage or creek passes along the road and nearby, some low laying soil types are clearly present. Historic maps and aerials indicate that there were no structures present on the Hertford County Soil Map (MC.051.1916v) at the crossing in 1916. At the time in the 1910s, the road was almost on the same location with possible realignment happening midcentury perhaps when the new bridge was built in 1957. Aerial photography from 1955 suggests some exposed soils and earth moving adjacent to the bridge within the APE at that time. For this undertaking, a small bridge replacement, the project footprint is expected to be limited and will affect areas of previously disturbed soils, though some new ROW or easements may be necessary. Expectations are low that an intact, significant archaeological site would be affected during construction. No archaeological survey is recommended for this undertaking as currently proposed. For archaeological review, the bridge replacement should be considered compliant with Section 106. Project Tracking No.: “No ARCHAEOLOGY SURVEY REQUIRED” form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 2 of 4 19-01-0018 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The scale and nature of the project is limited to replacing an existing bridge. Portions of the APE were considered during an earlier archaeological survey which did not identify archaeological sites in the immediate area near the bridge. Soils are of a type less commonly associated with archaeological sites. It is unlikely that archaeological remains are present, and if so, that they would be intact and significant. For archaeological review, this state funded, federally permitted undertaking should be considered compliant with Section 106. Note, this project falls within a county in which the Tuscarora Nation, Catawba Indian Nation and Meherrin Indian Nation have expressed an interest. It is recommended that the Division contact each involved federal agency to determine their Section 106 Tribal Consultation requirements.
