The discharge from the Fairmont Regional wastewater treatment facility flows to
Lumber River, at a point with a 7Q10 of 122 cfs flow (as according to the Whole
Effluent Toxicity Testing Self -Monitoring Summary --- see attachment). It is
classified as Class C, Sw waters, which promotes aquatic life propagation and
survival, fishing, wildlife, primary recreation, and agriculture.

' d. Please provide a description of the existing or substantially constructed
wastewater treatment facility:
The raw wastewater flows into the Influent Pump Station, located at the old
wastewater treatment plant within the city limits of the Town of Fairmont (with a
generator, barscreen, and grit removal unit) all located approximately fifteen
miles from the Fairmont Regional Wastewater Treatment plant (near the Lumber
River and near Hwy 74 and the Town of Boardman). At the Regional plant
(that began operation in June 2002) wastewater flows through a Mechanical Bar
Screen (and/or a Manual bar screen), grit removal, dual aeration basins with
diffused air, two clarifiers, two chlorine contact chambers, dechlorination, and
finally the Cascade Step Aeration. The sludge is handled by a gravity thickener
and:two aerobic digesters. Sludge is aerobically digested to meet vector and
pathogen reduction. Once the digester is full and decanting is complete the
biosolids are handled by Synagro Central, LLC.

PART IV — EVALUATION AND RECOMMENDATIONS
1. The applicant is not requesting modification of the facility or increasing flow at this time.
2. A review of the compliance data did not reveal any significant violations.
3. Based upon the previous Compliance Evaluation Inspection (CEI) that was conducted on
February 17, 2009, all units were in service, and this facility continues to maintain the
requirements of the NPDES permit for wastewater treatment.
4. This Office recommends continuation of the Special Conditions for the Whole Effluent
Toxicity monitoring.
5. Based upon the above information, this Office recommends reissuance of the said permit
for the continued operation of an existing 1.75 MGD wastewater treatment facility
consisting of influent pumps, mechanical bar screen, grit chamber, influent pump station,
dual aeration basins, dual clarifiers, gravity thickener, two aerobic digesters, chlorination,
dechlorination, and cascade aeration at the Fairmont Regional Wastewater Treatment
plant, southeast of the Town of Fairmont, in Robeson County.

On the day of,this inspection, all units were operational, and the -facility appeared to be in compliance with
the conditions of the NPDES permit. Bill Lester (Hobbs & Upchurch) is in the process of writing the Sludge
Management Plan. This facility has only, dewatered one time (Atlantic Dewatering) and that occurred last
year. The effluent flow calibration was performed by C. Wright on August 27, 2008. One generator with
automatic switchover handles the WWTP for back-up power. It is routinely tested once per month, under
load. A repaired effluent pump was installed on the day of this inspection. #1 clarifier and #1 chlorine
contact chamber were operational, but off line. They may be put on line when the Town of Fairbluff begins
sending wastewater in June 2009. The influent pump station was located at the old VWVfP, approximately
eleven miles.
