Reeder Director October 28, 2013 John E, Skvarla, III Secretary DWR Project #: 2011 -0720 v3 Granville County Re: Upper Neuse River Basin Umbrella Mitigation Banking Instrument (UMBI) Ezell Bank Parcel Mitigation Credit Changes Dear Mr. Rinker: On August 9, 2013, the Division of Water Resources (DWR) issued a memo to the North Carolina Ecosystem Enhancement Program (NCEEP) titled "DWR responses to the EEP document "Reforms needed immediately in the regulation of riparian buffer mitigation". On October 10, 2013, DWR received a letter from Environmental Banc & Exchange, LLC, requesting approval to convert approximately 5.88 acres of nutrient offset credits to riparian buffer mitigation credits in the Ezell Mitigation Bank, On October 23, 2013, DWR received a signed and sealed survey of the subject site showing the new areas of nutrient offset and riparian buffer mitigation. Additionally, the riparian buffer credits must be used for impacts in the Neuse River Basin according to guidelines in 15A NCAC 02B .0242.
