On behalf of Mr. Richard L. Van Tassell, II, of Harnett Central Holdings, LLC, (applicant and owner), please find
attached a complete application and supplemental information requesting written concurrence from the US Army
Corps of Engineers (USACE) that the activities associated with the proposed development of the Matthews
Landing (Project) may proceed under Nationwide Permit (NWP) 29. A courtesy copy of this application is being
furnished to the NC Division of Water Resources.
Protect Purpose and Location
The overall project development of a residential subdivision. The +/- 85.35-acre tract is located at 4391 NC 210
North approximately 4.5 miles southwest of Angier in Harnett County, NC. The coordinates of 35.4575°N,
78.7987°W generally correspond to the center of the Site.
Protect Detail
The proposed Project consists of the construction of a residential subdivision with associated roads, driveways
and utilities. Municipal sewer and water are available to the site.
Access to the Site will be provided via NC 210 North adjacent to the east. Heavy equipment typically used for
utility installation projects (e.g., backhoes, bulldozers, etc.) will be utilized.
On July 27, 2021, we received correspondence from the North Carolina Natural Heritage Program (NCNHP).
Based on their review, one elemental occurrence of Cape Fear shiner is listed on the Project; however, it has not
been observed since 1986. Additionally, no stream impacts are proposed for this Project.
The Site itself is not listed within a historic district. One Surveyed Only (SO) house is located adjacent to NC 210.
There are 34 historic properties located within 1.0 mile of the Site based on a query of the North Carolina State
Historic Preservation Office (NCSHPO) database. All are identified as "Surveyed Only Property". Figure 3 depicts
the locations of these properties in relation to the Site.
Protect History
The Site contains agricultural fields in the eastern portion and forested areas in the western portion. Surrounding
areas are rural with a mix of farmland and undeveloped wooded areas. A wetland and stream delineation was
conducted previously by another firm and field verified by Sean Clark of Sage Ecological Services, Inc.
Avoidance and Minimization

Impacts to streams andwetlands have been carefully considered to reduce permanent impacts to the maximum
extent practicable. There are approximately 20.3 acres of onsite wetlands, of which only 0.08 acres are proposed
to be permanently impacted for one road crossing. There are approximately 1,137 linear feet of streams onsite,
of which none are proposed to be permanently impacted. Construction fencing will be used to define the
construction corridor and prevent any accidental additional impacts, while silt fencing will be installed to provide
additional protection from runoff.
Project Impacts
Impacts to onsite wetlands include 0.080 acres of permanent impact and 0.007 acre of temporary impact for a
road crossing to access the Site. No stream impacts are proposed.
Mitigation
Wetland and stream are below the mitigation thresholds.
