1 - For NCDMS, no credits are released during the first milestone (Site Establishment).
2 - For NCDMS projects, the initial credit release milestone occurs when the as -built report (baseline monitoring report) has been approved by the NCIRT and posted to the
NCDMS Portal, provided the following criteria are met:
1) Approval of Final Mitigation Plan;
2) Recordation of the preservation mechanism, as well as a title opinion acceptable to the USACE covering the property;
3) Completion of all physical and biological improvements to the mitigation site pursuant to the mitigation plan;
4) Receipt of necessary DA permit authorization or written DA approval for projects where DA permit issuance is not required.
3 - A 10% reserve of credits is to be held back until the bankful event performance standard has been met.

Good morning,
The 15-Day Record Drawing review for the Brahma Mitigation Site (SAW-2019-00126) ended April
29,2021. Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review followed the streamlined
review process. All comments received from the NCIRT are incorporated in this email. Please address
IRT concerns in the MY1 Report. A site visit is not requested at this time. There were no objections to
issuing the initial credit release. Please find attached the current signed ledger.
Erin Davis. DWR:
1. Considering many of the construction modifications were structure material changes from log
to stone, DWR was glad to see the effort made to place wood debris in the floodplain and
wetland areas.
2. Since three of the crossings did not install floodplain pipes as originally designed, DWR
requests photo documentation that these areas remain stable through the monitoring period.
Please add photo points at all crossings.
3. Please watch areas of low groundcover and assess if reseeding is warranted this growing
season.
4. DWR approves the additional species planted and appreciated the effort made to increase
community diversity.
5. DWR appreciated the inclusion of the drone video (very helpful for this review), as well as, soil
log data.
6. Is it possible to get an aerial markup showing the approximate location of the new chicken
houses and drainage pipes in relation to the project site? Is water from the new drainage
pipes entering the site as concentrated or diffuse flow?
Todd Bowers, EPA:
I do not have any substantial comments or concerns at this time. The modifications to the as -built
stream structures and vegetation plan were noted. Nice to see a more diverse tree assemblage (less
green ash) on the site and that it was planted well within the dormant season. I noted the slight
imbalance of species on 4 of the fixed and 1 of the random veg plots due to higher than expected
dominance of oak, sycamore, or green ash in certain areas. No remedial actions recommended at
this time.
Casey Haywood, USACE:
The drone footage provided was appreciated and useful in reviewing the report. Also
appreciate the table listing deviations from the construction plans.
Noted that Veg plot 6, 15, & 16 are meeting success but have a dominant species
composition greater than 50%.
I have no issues with the species that were added to the planting list. However, it would
have been helpful if these spp were also added to the Vegetation Association table located on the
same page.
4. Stream flow gauges: recommend including photo documentation of these monitoring
instruments in the baseline report per the 2016 guidance.
UT4: According to the mitigation plan comments, this stream was credited at valley length
and therefore this reach needs to meet headwater stream performance standards in order to
receive stream credit. To meet this standard, continuous surface water flow within the valley or
crenulation must be documented to occur every year for at least 30 consecutive days during the
prescribed monitoring period. Therefore, it is recommended that a flow gauge and/or trail cam be
installed in the upper third of this reach to monitor success.
UT2: It was noted in the mitigation plan that a flow gauge was requested and installed in the
upper one third of this reach due to concern of it being dry in the summer months and it is also
shown on the CCPV map. However, it doesn't appear that the Monitoring Summary table was
updated to reflect this change. Please update for consistency.
