Dear Ms. Dailey,
In response to problem areas identified in the Year 1 (2020)Monitoring Report and the Year 2 Monitoring
and Adaptive Management Plan, RES completed the identified treatments (described below) in the early
Spring of 2021. Construction began onsite on March 30th, 2021 and was completed on April 8th, 2021.
Planting of the disturbed areas and livestaking the newly completed structures concluded on April 13th,
2021.Bare root species planted included American sycamore,river birch,willow oak,swamp chestnut oak,
and buttonbush. Livestakes planted included black willow, silky dogwood, and silky willow. Photographs
of the treatment areas are included below(both pre and post construction)and Figures are provided to show
the location of work conducted.Note that the photographs of the structures occurred on April 7th and 8th so
they were not livestaked yet, but a photo showing the livestaking is in the photographs documenting the
planting. The Adaptive Management Plan and the response to the IRT comments are included as
reference.

Dear Ms. Dailey,
Thank you for the comments in response to the Poplar Creek(SAW-2016-01985) Stream Mitigation Site—
Year 2 Monitoring Adaptive Management Memo. Below are our responses to comments and the updated
Adaptive Management Plan addressing those comments.
1) DWR is concerned that this is the second year of structure and bank stability issues onsite. During
the initial as-built site walk, DWR noted that many of the log structures were installed without
footer logs. Was this the case with the structures proposed for repair? For the bank erosion and
brush toe repairs not associated with log structures,what factors were identified in contributing to
the instability?
RES understands the concern and is committed to ensuring the future stability and structure issues
are resolved. Observed log toe failures were behind the logs and these areas will be back filled and
capped with a soil lift and livestakes. RES footers are not proposed on the log toe repairs.
Causes of bank erosion has been attributed to a late livestake installation,point bars slightly higher
than the outside of meanders pushing flow onto the outside bend,concentrated floodplain flow onto
bank protection,and lack of properly keying in of brush toes.
2) DWR is also concerned with the potential soil compaction and vegetation disturbance in the newly
restored riparian buffer from construction equipment.Please provide a brief plan on how the stream
repair areas will be accessed in order to minimize buffer impacts and how disturbed areas will be
restored.
RES intends to minimize soil compaction and vegetation disturbance in the newly restored buffer
as much as possible. In response to both DWR's concern and USACE's concern in comment 5 and
6 the potential limit of disturbance with the access areas is included in the Figures below. The
access areas have been developed with the goal to minimize buffer impacts and have been walked
with the construction superintendent to ensure our goals of minimal impact are aligned. The
disturbed areas will be restored by reseeding with a combination of temporary and permanent seed
mix and then planting bare root trees and livestakes where necessary.
3) Area 10 specific comment,DWR questions whether the application of bentonite would inhibit the
rooting of proposed live cuttings. Can more detail please be provided on where and how bentonite
is proposed for use.
Area 10 has been revised to call for the installation of a new log toe and no longer using bentonite.

4) Minor comment, the cover letter notes attachment of the 401 authorization, but the 401 approval
letter was not included in the submittal.

5) It would be helpful if RES could provide a more complete AMP that discusses the cause(s) of the
failures, and provide a more detailed description of how the failures will be addressed. It would
also be important to identify access areas for the repairs and discuss how impacts to the buffer will
be minimized if construction equipment is being used.
Additional details on our best guess as the causes of the failures as well as additional descriptions
of how the failures will be addressed were added to the Adaptive Management Plan and design
sheets with additional details were also provided. We provided the access area locations in the
Figures with the goal to minimize buffer impacts.
6) Providing a design sheet that shows repairs and access areas is recommended.A few photos of the
failures for reference would also be helpful.
Design sheet and photos have been added for reference. To provide an overview of the access area
and show the entirety of it,the limits of disturbance has been provided in the figures.
7) In the AMP,RES stated that after the maintenance activities were complete,planted areas that were
heavily disturbed would be replanted-Does RES anticipate that more than 20%of the site will need
to be replanted due to maintenance? Will the species used in the replanting match the original
planting list? It is recommended that an additional vegetation plot is established in the disturbed
area to help monitor success.
RES does not anticipate more than 20% of the site will need to be replanted due to maintenance.
based on the plans only 4.5%of the site could be impacted,as the limit of disturbance is about 0.54
acres. To the extent practical the construction team plans to avoid the more established trees onsite.
We intend to plant three species from the original planting list: American sycamore, willow oak,
and swamp chestnut oak. Additionally, due to availability of trees harvested this year, we would
like to propose adding an extra species: common buttonbush. We believe this species will do well
at the site and is a native species in the piedmont alluvial forest which is the targeted community
for this site.Per recommendations,RES will add a random vegetation plot in the disturbed areas to
help monitor success of the disturbed areas.

Poplar Creek Year 2 Adaptive Management Plan
During Year 1 (2020)monitoring activities performed September 2020,RES observed a number of failing
log toe structures and areas of bank erosion on YB1-C and a few bank erosion areas on YB2-B (see
Figures). The log toes were from the original construction and were functioning properly during the as-
built repairs that occurred in the winter of 2019/2020. However,they begun to show signs of failing in the
late summer, early fall of 2020. The failing log toes and bank erosion areas will be repaired with a
combination of minor bank grading, coir matting, livestake installation, sod mats, coir logs, and/or brush
toes. RES engineers visited the site in January 2021 and compiled a list of 15 structures/areas that needed
some form of repair. These repair areas are outlined below and correspond by number with the attached
maps. After maintenance activities are completed, planted areas that were heavily disturbed will be
replanted. Upon approval of this plan,RES would like to conduct these maintenance activities in March or
April of 2021.
Outside of this adaptive management plan, other maintenance activities that will be conducted this year
include the replanting of the 0.77-acre area in and around VP4 during the dormant season and continued
invasive treatments with aquatic safe herbicide in the YB2-A channel.

Area 1

Treatment:Backfill the eroded area with a straw bale and cap the area with matted soil lift and live cuttings.

Cause: Point bar grading slightly higher elevation than outside meander.
Treatment: Grade point bar to allow for more flow through channel and livestake and mat graded area.
Area 5

Cause: Inadequate brush toe key-in.
Treatment: Replace brush toe. Cap with soil lift and live cuttings.

Issue: Damaged log toe.
Cause: Improper installation.
Treatment: Replace with brush toe. Cap with soil lift and live cuttings.

Treatment: Grade point bar,mat and livestake. Replace log toe with brush toe. Cap with soil lift and live
cuttings.

Cause: Lack of compaction on log sill backfill and livestake mortality
Treatment: Install new log toe.

Treatment: Key in grade control a minimum of 5 feet into the bank.
The approved Erosion and Sediment Control(ESC)permit from the original construction remains open and
should permit for the work that is required if needed and is attached. Regarding 401/404 permitting, RES
believes that the proposed work falls within the treatment outlined in the approved Final Mitigation Plan
which has not expired at this time. The original 404/401 authorizations from the approved mitigation plan
are also attached.

RES is pleased to submit the construction complete memo for the Neu-Con UMBI Poplar Creek Mitigation Project
that documents through photographs the completion of work that was committed to in the Adaptive Management
Plan provided to the IRT.As we have discussed,I would assume that a site visit will need to follow to see the site
before a credit release can be provided. Upon conclusion of the site visit we hope we can receive the Year 1
Monitoring Report Approval Credit Release in the amount of 392.60 SMUs.
We look forward to scheduling the site visit and walking through the completed maintenance work with you all.
