Dear Mr. Miller:
This correspondence is in reference to the establishment of the Northeast Cape Fear
Umbrella Mitigation Bank (LCFUMB) located on the east side of Shaw Highway (SR 1520),
approximately 1.0 mile north of NC 210 intersection, adjacent to an unnamed tributary to the
Northeast Cape Fear River, east of Rocky Point, in Pender County, North Carolina. The purpose
of this letter is to confirm the initial release of credits from the Bank. Please reference our June
5, 2013 letter executing the Mitigation Banking Instrument (MBI) entitled, Northeast Cape Fear
Umbrella Mitigation Bank in Pender County, North Carolina, also dated June 5, 2013, which
establishes the total of 912.1 non -riparian wetland credits, 2.0 riparian (non - riverine) wetland
credits, and 2,300 linear feet of stream credits.
By copy of this correspondence, the Corps confirms that you have satisfied the requirements
pursuant to Section VII, Part A (3 -5), Part B (3 -5), Part C (3 -5), and Part D (3 -5) of the MBI;
therefore, credit amounts depicted in Task 1.0 for Tables 4A, 4B, 4C, and 4D can be released.
This credit release consists of a total of 0.35 riparian (non - riverine) wetland credits, 136.9 non-
riparian wetland credits, and 345 linear feet of stream credits. Please be reminded that all
physical and biological improvements must be completed no later than one year following initial
debiting of the Bank, and that you are to notify our office when construction is initiated.
