Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site consists of approximately 91.03 acres of agricultural fields, grassed areas, woods, and multiple residences and associated outbuildings. The site is accessed by multiple dirt and gravel roads from Alexandriana Road in the southern portion of the site and Hambright Road in the northern portion of the site. The site is bound to the east by Interstate Highway 77 and to the west by agricultural lands. An underground petroleum pipeline and associated Right -Of -Way (ROW) are located within the central portion of the site traversing from the western property boundary to the eastern property boundary. The site is located at Alexandriana Road Huntersville, Mecklenburg County, North Carolina. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The chosen site was the only site that met economic, buildability, and safety criteria for the project. Once the site was chosen, alternative site designs were evaluated to minimize impacts to wetlands and WOTUS. The site plans were altered on multiple occasions to reduce the impacts to the RPWs found on site by reducing building footprint while maintaining project feasibility. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The selected contractor would implement best management practices during construction to reduce potential temporary, minor construction related effects from the proposed project. These would include the use of silt fences, phased grading and earth moving activities, gravel and rocked entrances to site, dust control, and the immediate application of seed and matting/straw upon completion of earth moving activities. 2. Terracon utilized the USFWS IPaC search engine to identify critical habitat that may occur on the site. According to IPaC (Consultation Code: 04EN1000-2021-SLI-0346), there are no critical habitats, national wildlife refuges, or fish hatcheries within the project boundaries. 6.
