Dear Ms. Harmon:

The North Carolina Department of Transportation (NCDOT) is proposing to reconfigure a highway
interchange and replace the subject bridges, two of which are over Richland Creek (DWR Class: B).

Impacts to Waters of the United States

In order to replace the existing bridge structures, it will be necessary to impact waters of the United
States in the French Broad River Basin (HUC 06010106030020). An unnamed tributary to Richland
Creek will be permanently impacted by construction. Therefore, NCDOT is requesting compensatory
mitigation for impacts to 51 linear feet of cold water stream.
