Project Setting
The Town of Columbia and the U.S. Fish and Wildlife Service (USFWS), Pocosin Lakes National
Wildlife Refuge (NWR), have submitted the attached joint application for a CAMA Major Permit to create a 9-
slip transient, deep water docking facility at the Town's site and a canoe/kayak launch with an associated
wooden access to a parking area at the NWR site. Both projects are proposed to be constructed off an existing,
contiguous ±2,300' long by 10' wide boardwalk that extends from the north side of the Town's property, under
U.S. Hwy 64, and loops through wetlands past the Pocosin Lakes NWR Visitor Center. This boardwalk was
authorized under CAMA Major Permit No. 11 -94 issued to the Town of Columbia on 16 September 1994. The
Town maintains the use of this boardwalk through a Memorandum of Understanding with the USFWS, Pocosin
Lakes NWR. The Town's proposed transient docking facility is located at 103 Main Street, arld the NWR's
proposed canoe launch site is located at 205 Ludington Drive, both being located off U.S. Hwy 64 in the Town
of Columbia on the Scuppernong River in Tyrrell County, North Carolina.
The Town's property is ±0.25 acres in size and is located where the previous U.S. Hwy 64 bridge use to
make landfall at what is currently Main Street on the eastern shore of the Scuppernong River. The property is
vegetated with upland grasses and a few native and ornamental trees and shrubs. The uplands on this tract are
elevated ±4' above NWL of the Scuppernong River, and the river is ±500' wide at this location. There is 200' of
shoreline on the Town's property stabilized primarily with riprap and bulkhead. The Town of Columbia
Municipal building is located on the property as well as parking, a brick patio sitting area with a gazebo,
concrete walkways with a pad, a bath house, and a service building. To the north (downstream) of the Town's
property is a building with previous commercial use and a multi - docking facility To the south (upstream) of
the Town's property is an abandoned commercial outlet store with a multi -slip docking facility.
The NWR property is a 3.3 -acre tract where the visitor center and office are located, and they also own
±8.5 acres of additional adjacent land that is primarily wooded wetlands. The visitor center has associated
parking and a wooden access to the aforementioned boardwalk. There is an area of uplands adjacent the visitor
center that is mowed lawn grasses down to the shoreline, which is stabilized with riprap. There is also an
outdoor classroom off the boardwalk loop in the wetlands. The wooded wetland at the NWR site has an
elevation of ±1' or less above NWL of the Scuppernong River, and the river is ±1,300' wide at this location.
The NWR owns a total of ±1,200' of shoreline. To the north (downstream) of the NWR property is the NCDOT
visitor center with a shared parking lot with the NWR. To the south (downstream) of the NWR property and
eastward up Grindle Hill Canal is a single family residence.
The water depth at the end of the proposed finger pier wet slips adjacent the Town's property is -22' at
normal water level (NWL). The water depth at the end of the proposed canoe/kayak launch at the NWR
property is -2' at NWL. The Scuppernong River is classified SC by the Environmental Management
Commission and Joint Anadromous Fish Spawning Area (AFSA) Waters by the Marine Fisheries Co g
rwnission
and Wildlife Resources Commission. The Scuppernong River is closed to shelIhshing at these locations. No
SAV have been observed at either project site; however, the invasive alligator weed is being managed near the
upstream side of the proposed canoe/kayak launch adjacent the NWR property.
Project Description
The Town of Columbia proposes to improve water access to the Town by creating 9 transient boat slips
off the boardwalk adjacent the Town property as well as a canoe/kayak launch off the existing boardwalk at the
NWR visitors center. At the Town's site, the applicants propose to use Boating Infrastructure Grant (B.I.G.)
Program funds and matching local funds to construct four 20' long by 6' wide fixed finger piers with 7

associated tie pilings off the existing boardwalk to create a total of 6 deep water slips adjacent 3 existing side -to

vessels. s —TT e ships will be located in water depths ranging from -16' to -22' below the NWL' The docking
facility with vessels will be located within the /4 width of the Scuppernong River, will be just outside the 15'
setback requirement from the northern (downstream) riparian property line, and ±45' and ±140' from adjacent
docking facilities to the north and south, respectively.
At the NWR site, the applicants propose to use N.C. Division of Coastal Management Waterfront
Access Program funds and matching local funds to construct a floating canoe/kayak launch that will consist of
an 8' long by 8' wide fixed platform off the existing boardwalk that will connect to a 16' long by 8' wide
floating dock by a 12' long by 4' wide gangway. A 40' long by 4' wide canoe/kayak launch pad for a single
vessel will be connected to and accessed from the aforementioned floating dock. The entire launch apparatus
will be located in -1'to -2' deep water of the Scuppemong River relative to NWL It will also be well within the
'/4 width of the river and well outside of any 15' setback requirement from either riparian property line. The
nearest docking facility is ±650' to the north. There is also a proposed 60' long by 8' wide elevated boardwalk
over uplands that will be aligned between wetland features This boardwalk will connect the proposed two_
vehicle parking/loading area to the canoe/kayak launch. The upland parking area will be filled by gravel and
irregularly shaped at 1,214 ft2 in size, 390 ft2 of which will be located within the Estuarine Shoreline Area of
Environmental Concern (AEC) of the Scuppernong River, and constructed directly off Ludington Drive.
Anticipated Impacts
At the Town's site, the existing 10' wide boardwalk currently shades ±2,000 ft2 of Public Trust Area and
Estuarine Water AECs of the Scuppernong River, and the proposed finger piers will shade an additional 480 ft2.
There's an anticipated increase in boating activity in the area as a result of this project. It is anticipated that
short term turbidity will occur as a result of the piling installation.
At the NWR site, the existing 10' wide boardwalk currently shades ±4,850 ft' of Public Trust Area and
Estuarine Water AECs of the Scuppernong River, and the proposed floating canoe /kayak launch platforms will
shade an additional 400 ft2. The elevated, wooden access will shade 480 ft2 of uplands within the Estuarine
Shoreline AEC of the Scuppernong River. The parking /unloading area off Ludington Drive will result in the
filling of 1,214 ft2 of uplands, ±390 ft2 of which will be located within the Estuarine Shoreline AEC of the
Scuppernong River, resulting in <0.01 % impervious surfaces within the AEC of the lot.

MATIVE
The Town of Columbia, NC, proposes to use B.I.G. grant funds and matching
local funds to construct four finger piers that will extend westward over the Scuppernong
River from the existing downtown boardwalk. Located at the west end of Main Street, the
project is designed to accommodate overnight boaters that visit the town by water.
This will provide six new slips for boaters who now have to tie up to the
boardwalk and who do not have the advantage of water, sewer and electrical service.
There will be three remaining side -to tie ups when the finger piers are constructed so that
nine boaters can visit the town and safely dock at any one time.
Construction will be by a design build contract and will include four 6 ft. X 20ft.
finger piers attached to the existing boardwalk. One pier will include a pump -out station.
Three pedestals will provide water and electricity to boaters. Boat cleats attached to the
piers, in addition to piles will provide tie -up capabilities.
The design will be tied to the existing boardwalk that extends over the river and
will provide docking for nine boats on the 200 feet of waterfront waterward of the
Columbia Municipal Building. To complete the project upgrade a wireless modem will
be installed on the outside of the Municipal Building on the waterfront.
Work will be done from a floating platform, Materials will be delivered to the
west Main Street location and transferred to the work platform No upland disturbance is
planned and no additional landward site coverage is expected.

6. Additional Information:
a. A Project Narrative
A DCM Waterfront Access grant has been awarded to the Town of Columbia to develop a
disabled accessible canoe /kayak launch (EZ Port Max Dock). The Town has requested the
Pocosin Lakes Refuge to partner with them on this project by providing a suitable location for
the launch. The purpose of the disabled accessible canoe / kayak launch project is to provide
improved access for the disabled individuals. The project will support wildlife observation,
ecotourism and connecting people to nature. The project would be located on refuge land,
adjacent to the Walter B Jones Center for the Sounds Visitor Center (Refuge Visitor Center) i.n
Tyrrell County. As determined during a Pre - Construction Site Visit on 5/13/2010 with the US
Army Corps of Engineers, Division of Coastal Management, and Division of Water Quality, no
wetlands would be impacted.
The proposed project would consist of the following three parts: the parking /unloading area,
boardwalk connecting parking area with existing Scuppernong River Interpretive Boardwalk and
ramp leading down to EZ Dock launch. Please see the attached photos and sketches for details.
1) The proposed parking /unloading area would include a.8 ft. by 58 ft.area. The site
would be located on higher land next to Ludington Drive. Fill (sand or soil) would be
required to level out the area. The surface for the parking area would consist of a
small gravel material. A bull dozer would be used to level out the substrate.
2) The boardwalk would be ;8 ft. wide and approximately 58 ft. long. The 8 ft, wide width
would allow the passage of two wheel chairs traveling'in both directions and carts
transporting canoes and kayaks. The boardwalk would be constructed from pressured
2" by 6 "boards. The boardwalk would run over mostly dry ground and extend
approximately nine feet over the Scuppernong River to connect to the existing
Scuppernong River Interpretive Boardwalk. The Town of Columbia owns this section of
the existing boardwalk.
3) The EZ Dock launch would be located on the river side of the existing Scuppernong River
Interpretive Boardwalk. The launch would be an EZ Port Max (see pictures of this
product installed at a public boat launch near Beaufort, NC). This floating dock will
attach to the existing boardwalk via a ramp with a slope of no greater than a 1:2. An
auger attached to a tractor or a boat with a pump may be used to drive down pilings
into the river bank to support the ramp.

The purpose of the disabled accessible canoe / kayak launch project is to provide greater access to the river for disabled
individuals The project will support wildlife observation, ecotounsm and connecting people to nature A DCM VVaterfront
Access grant has been issued to the Town of Columbia to develop a disabled accessible canoe/kayak launch (EZ Port Max
dock). The town and the refuge are partnering on this project The location of the project would be directly south of the
Walter B Jones Center for the Sounds Visitor Center and connect to the existing Scuppemong River Interpretive Boardwalk
The town and refuge are proposing to construct a two car parking lot and unloading zone, a handicap accessible boardwalk
that would connect the parking area to the existing boardwalk, and floating canoe / kayak launch into the Scuppernong River
The location and construction plans are designed to minimize the distance from the vehicle unloading area and disabled
parking space to the river launch point and avoid ephemeral wetlands. Following the completion of the project, the dock and
boardwalk will be open during daylight hours for disabled paddlers to launch their kayaks and canoes into the Scuppernong
River Also, interpretive nature paddling tours will be launched from this site
A description of the finger piers is included in the DCM MP4 Structures section The finger piers will provide additional
dockage for overnight transient boaters who visit Columbia (see narrative for more details).

At the NWR canoe/kayak launch site, parking lot and boardwalk location are located in non - wetland areas The boardwalk
will be 50 feet north from an existing canal- Fill (soil and gravel for parking lot) will be carried in with a dump truck and
leveled with a bulldozer in prepartion for the construction of the project A pump or auger attached to a tractor will be used
to drive pilings into the ground to support the boardwalk, ramp and EZ port Max dock. The heavy equipment will be stored in
the refuge employees' gravel parking area A chainsaw will be used to cut down a loblolly pine tree. Dominion Power will
use approved equipment to relocate one powerline pole located next to the paved Ludington Road. The boardwalk will be
constructed with hand tools including hammers, drills and nail guns
Ramp to the EZ Dock Launch A boat may be required to pump support pilings for the ramp into the banks of the river.
The water here is very shallow ( <2 feet) with a sandy bottom.
At the town site, the finger piers will be commerically constructed under a desigh -build contract Plans by the town will
provide general guidance to the selected marine contractor. The selected contractor will chose the method of driving pilings,
but will probably work from a barge. The Town Commons landward site will be available for staging. Size and shape will be
consistent with the enclosed plans

has no railing in the area of the proposed connection, but all of the support pilings extend above the deck of the boardwalk a
few feet (see picture). There is an approximately 8 ft. 6 in space between the pilings
3) The EZ Dock launch would be located on the river side of the existing boardwalk The launch would be an EZ Port Max (see
pictures of this product installed at a public boat launch near Beaufort, NC) This floating dock will attach to the existing

Rain water flows down hill through a mowed yard, three small ephemeral wetlands and a wooded, native vegetation buffer
into the Scuppemong River The refuge does not own the canal located directly south of the proposed project. The canal
drains rainwater from the town of Columbia into the Scuppemong River. As determined from the pre-construction site visit
on 5/13/2010 with the Corps, DWQ and DCM, a 50 ft buffer would separate the'canal from the proposed boardwalk portion of
the project The parking lot would consist of a material such as small gravel, althouh an impervious asphalt might be
considered if funds permit

The Town of Columba proposes to use B I G grant funds plus local matching funds to construct four finger piers that will
extend waterward into the Scuppernong River from the existing Columbia boardwalk This will provide slips for nine transient
boats and increase the capacity of the town to accommodate overnight boaters
station. Four pedistals will provide water and electrical service to boaters. Boat cleats attached to the piers, in addition to
seven remote pilings will provide tie-up capabilities
This design will be tied to the existing shorside boardwalk that currentlly extends 8' over the river and will provide docking for
nine boats on the 200 feet of waterfront boardwalk waterward of the Columbia Municipal Building To complete the project
upgrade a wireless modem will be installed on the outside of the Municipal Building on the waterfront

The Town of Columbia will partner with the USFWS (Pocosin Lakes National Wildlife Refuge) to construct and maintain a
handicapped accessible canoe/kayak launch at the site of the Pocosin Lakes National Wildlife Refuge headquarters.The
Town proposes to use NC Division of Coastal Management Waterfron Access Program grant funds plus local matching funds
to construct an EZ Dock canoe /kayak launch that is friendly to handicapped individuals. The launch facility, including parking
to unload flust off Ludington Drive and a wooden boardwalk attaching to the existing shoreline boardwalk, will provide
recreational access to the Scuppemong River in Tyrrell County.
Construction will include a small vehicular unloading area, wooden access boardwalk to the existing shoreline boardwalk,
platform, ramp and launch
Access to the river will compliment the shoreline and swamp boardwalks, outdoor environmental education classroom and the
USFWS Intrepretative Center
