PROJECT SUMMARY: The applicant is proposing to maintain and upgrade existing sewer lines and force mains and to install a sewer pump station at the intersection of 4`" Street and Shallotte Boulevard. PROJECT DESCRIPTION The project site is located along East 3`d Street at Columbia Street and alongShallotte Boulevard atthe intersection of 4th Street, adjacent to the Atlantic Ocean, in The Town of Ocean Isle, Brunswick County. To find the project site, travel south on US Highway 17 to Ocean Isle Beach Road SW. Turn left onto Ocean Isle Beach Road SW and travel approximately 4 miles to the Ocean Isle Beach high rise bridge. Cross the bridge and turn left onto East 2 "d Street and proceed approximately 2.4 miles to Charlotte Street. Turn left on Charlotte Street, at the stop sign turn right and proceed approximately 0.10, miles to the intersection of East 3`d Street and Shallotte Boulevard the project site is located one block to the east and to the north. The existing utilities and pump station are located within the road right of way of the Town maintained streets. The project area is essentially located within the road right -of -way of East 3`d Street and Shallotte Boulevard. The area is comprised primarily of mostly lawn grasses and is bordered by species such as Live Oak (Quercus laurifolia) and Southern Wax Myrtle (Merica cerifera) within the median of Shallotte Boulevard. The waters of the Atlantic Ocean are classified "SB" by the Division of Water Quality. The area is NOT designated as a Primary Nursery Area by the Division of Marine fisheries. According to maps provided by the Shellfish Sanitation Section the area is NOT open to the harvesting of shellfish. The long -term average annual erosion rate for this area of Ocean Isle Beach is 6.5 feet /year. The 100 - year storm recession line for this area is 300', creating a total Ocean Erodible Area AEC of 690'. An Area of Environmental Concern (AEC) Hazard Notice was provided to the applicant, informing him that the project site is located in the Ocean Erodible Area and High Hazard Flood Area. Studies indicate that the shoreline could move as much as 300' landward during a major storm event. Flood waters associated with a major storm could potentially reach 18' in the area surrounding the project site. According to the survey provided by the applicant, the measurement line is located along the temporary erosion control structures on the ocean side of the existing residences on east 3`d Street. PROPOSED PROJECT The applicant is proposing to maintain and upgrade the existing lines and force main located along 3`d Street and to abandon the existing sewer pump station located at the corner of east 3`d street and Columbia Street. The upgrades and maintenance of the existing sewer line would run from east to west along the northern and southern shoulder of East 3`d Street, within the road right -of- way. The proposed sewer pump station would be located within the median of Shallotte Boulevard at the intersection with 4th Street. As proposed the sewer pump station would be located underground with an approximately 8 feet diameter metal cover for access. Additionally a control panel and electrical box would be located above ground and would provide service to the sub- surface sewer pump station. The applicant is proposing a new 6 inch by approximately 325 feet force main to connect the proposed sewer pump station to the existing force main located on the south side of 3`d Street. A proposed 8 inch by approximately 500 feet gravity sewer line is also proposed to connect the existing line to the new pump station. The applicant is proposing three (3) new manholes as part of this project for access to the lines. The sewer line work and pump station construction would begin at the intersection of 3rd Street and Columbia Street, would Town of Ocean Isle Beach Page Three extend towards the west, turning north at the intersection of 3`d Street and Shallotte Boulevard and would extend to the north to the proposed pump station. The applicant has stated that all work and ground disturbance shall be done within the public right -of -way or within designated utility easements. An approximately 3 feet wide by 6 feet deep by approximately 600 feet long trench would be excavated for installation of the sewer lines. The proposed maintenance and upgrades to the existing lines along 3`d Street would be located within the 190 foot setback. The maintenance and upgrade of an 8 inch by approximately 400 feet of gravity sewer line and 6 inch by approximately 400 feet long sewer force main along 3`d Street do not constitute development in accordance with NC General Statute 113- A- 103.(5)b.2. which sates "work by any railroad or by any utility and other persons engaged in the transmission of petroleum products, water, telephone or telegraph messages, or electricity for the purpose of inspecting, repairing, maintaining, or upgrading any existing substations, sewers, mains, pipes, cables, utility tunnels, lines, towers, poles, tracks and the like on any existing railroad, utility property or rights -of -way, or the extension of any of the above distribution related facilities to serve development approved pursuant to G.S. 113a -121 or 113A- 122." These lines are associated with the existing pump station located at east 3rd and Columbia Streets that will be abandoned and converted to a manhole. The applicant has received approval from the Division of Water Quality, under Permit# WQ0005846, for construction of the pump station and upgrades to the sewer line. 10. ANTICIPATED IMPACTS The initial construction would result in the disturbance of approximately 1,800 sq. ft. of high ground. According to the Division of Water Quality, the applicant has received approval for a sewer line extension, under Permit # WQ0005846. Submitted by: Holley A. Snider Date: 10/14/13 Office: Wilmington PROJECT NARRATIVE 2013 THIRD STREET & SHALLOTTE AVENUE SEWER MODIFICATIONS OCEAN ISLE BEACH, NORTH CAROLINA The Town of Ocean Isle Beach proposes to abandon its existing sewer pump station, identified as PS E -25, located in the Northwest quadrant of the intersection of East Third Street and Columbia Street. A new sewer pump station is proposed for construction just north of the intersection of Shallotte Avenue and Fourth Street. This new pump station will serve the same area as PS E -25. PS E -25 will be converted to a manhole and new 8" gravity sewer lines will be constructed from the "converted" manhole to the new pump station. In addition, a new 6 "sewer force main will be constructed from the new pump station to the existing 6" sewer force main at the intersection of Third Street and Shallotte Avenue. There are at least three benefits to performing then above described modifications. These benefits relate to erosion of the east end of the beach, the flood zone designation of the new site as compared to the old site, and proximity to residential structures. Based on viewing the 2012 aerials from the Brunswick County GIS web site for this area, the existing pump station is approximately 130 feet from the beach strand, whereas, the new pump station would be over 450 feet from the beach strand. A comparison of the 2012 aerials to the 2004 aerials indicates that during the span between the photos, beach erosion took place at a rate exceeding 15 feet per year. At this rate the new pump station would have over 20 years additional operability when compared to the old pump station. It is prudent to make these modifications ASAP. Brunswick County GIS mapping illustrates that PS E -25 is in a "VE" zone, whereas, the location for the new pump station would be in an "AE" zone. Wave action in the "VE" zone will be more intense than in the "AE" zone; thus, the potential for damage or loss of the pump station is greater in the "VE" zone. The existing pump station is approximately 15 feet from a comer of private property and is close to the existing roadway. The new pump station would be located in the middle of a 100 foot wide right -of -way, and would be in a grassed median. The new location is preferable from the standpoints of liability (less likely that personal property is impacted during O &M activities), utility staff safety (larger area for personnel to work and to stage operation and maintenance equipment), and public safety (more 'room for motor vehicles to avoid personnel and equipment engaged in O &M activities).
