PROJECT SUMMARY: The applicant proposes to allow for the construction of a new private docking facility into Banks Channel. R66 Figure 8, LLC c% Beau Schweikert Page 2 9. PROJECT DESCRIPTION: The project is located at 59 Beach Road South on Figure Eight Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South and travel south approximately 0.5 miles until you reach the property of interest that will be located on the right. The property is adjacent to residential properties on the south and north sides. The property is bordered on the east side by Beach Road South and Banks Channel to the west. The current elevation of the property ranges from approximately 6' to 10' above normal high water (NHW). The approximately 0.50 acre property is currently undeveloped. Upland vegetation on the property consists of wild grasses and shrubbery consisting primarily of Grounsel -bush (Baccharus halimifolia), Marsh -elder (Iva frutescens), Wax Myrtle (Myrica cerifera) and Yaupon (Ilex vomitoria) shrubs. There is approximately 106 linear feet of shoreline frontage which is currently stabilized by a timber bulkhead. Waterward of the existing bulkhead is a border of coastal marsh vegetation, including, Salt Meadow Grass (Spartina patens), which transitions to an area of Smooth Cordgrass fSpartina alternifloraj approximately 85' in width to the open water area of Middle Sound. The Wilmington /New Hanover County Land Use Plan 2006 Update classifies the adjacent waters and high ground portion of the project site as Conservation. The waters of Banks Channel and Middle Sound are classified as SA ORW, by the NC Division of Water Quality. These waters are NOT designated as PNA by the NC Division of Marine Fisheries and are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to allow for the construction of a new private docking facility into Banks Channel. A new pier measuring approximately 146' in length by 6' in width would extend from the existing timber bulkhead towards Banks Channel. The pier would lead onto an uncovered "L- shaped" platform, measuring approximately 16' in length by 10' in width, which would be oriented towards the north. An access ramp would then lead onto a new floating dock, measuring approximately 40' in length by 10' in width, which would run parallel to the shoreline and channel. Another floating dock, measuring approximately 12' in length by 6' in width would be located on the most southern end of this floating dock, which would run perpendicular to the shoreline and channel. Two (2) new boatlifts, each measuring approximately 13' in length by 14' in width would be constructed; one located on the southern end of this floating dock and another on the landward side of the most northern end of the main floating dock. The application states that the existing water depth at the proposed location of the floating docks and boatlifts is approximately -8.0 feet at normal low water (NLW) and the proposed structures would accommodate up to five (5) vessels at this location (See Sheets 1 through 4 of 4 and Project Narrative). 10. ANTICIPATED IMPACTS: The proposed elevated access pier would impact approximately 510 sq. ft. of coastal wetlands due to shading. The proposed docking facility would incorporate approximately 1,362 sq. ft. of Estuarine Waters and Pubic Trust Area and would not encroach into the adjacent 15 foot Riparian Corridor Setback Area requirement. The proposed docking facility would extend approximately 85' into a waterbody, which measures approximately 430' across. This distance conforms to the 1/4 width rule and the locally established pier head line. Minor increases in turbidity should be expected during the construction process. Submitted by: Robb L.
