Enclosed is a 401 WQC application for your review. This application is submitted on
behalf of CPI USA North Carolina, LLC for the construction of a road that will extend Rob
Gandy Boulevard to Leonard Street and provide a cut - through between Highway 87 and Leonard
Street. Currently, trucks traveling to industrial sites (including CPI) located off of Leonard Street
must go through residential neighborhoods. Although they have attempted to minimize wetland
disturbance through careful site design, the proposed site plan will impact to 0.0385 acre of 404
wetlands for one road crossing. No mitigation is proposed in this application because impacts are
so small.
The Pre - Construction Notification form, associated maps, and site plan are enclosed for
your review. Additionally, the DWR application fee has been submitted to your Raleigh office.

Most of the project area contains an existing dirt road. Adjacent land use is residential or undeveloped.

The purpose of the project is to extend Rob Gandy Blvd to Leonard Street, which will provide a cut through between
Leonard St and Hwy 87. Currently, cars and trucks must go through residential neighborhoods. This project was originally
to be funded and performed by NC DOT. However, this project has been delayed on their calendar. Because CPI sees a
pressing need for the project (many of these trucks are traveling to/from their plant), they have agreed to fund the design
and construction of the road. It will then be turned over to NCDOT.

The applicant will clear the proposed project area and the road will be constructed. Culverts and rip rap will be placed at
the wetland crossing to ensure flow is maintained.
