This application is submitted on behalf of CPI USA North Carolina, LLC for the construction of a road that will extend Rob Gandy Boulevard to Leonard Street and provide a cut - through between Highway 87 and Leonard Street. Currently, trucks traveling to industrial sites (including CPI) located off of Leonard Street must go through residential neighborhoods. Although they have attempted to minimize wetland disturbance through careful site design, the proposed site plan will impact to 0.0385 acre of 404 wetlands for one road crossing. No mitigation is proposed in this application because impacts are so small. The Pre - Construction Notification form, associated maps, and site plan are enclosed for your review. Additionally, the DWR application fee has been submitted to your Raleigh office. Please contact me if you have any questions. Thank you for your assistance with this project.
