Dear Mr. Rinker:
On October 11, 2013, the Division of Water Quality, hereby referred to as Division of Water
Resources (DWR) received a Year 1 Monitoring Report for the subject site from McAdams
Company on behalf of Environmental Banc & Exchange, LLC (EBX).
According to the UMBI signed on February 10, 2012, the following Project Milestones have
been met, and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements
for the above - referenced tract and 10% of your Neuse riparian buffer credits (0.10 x 310,838 ft2
= 31,083.8 ft2) are now available for sale. Additionally, 10% of your nitrogen nutrient offset
credits (0.10 x 16,774.88 lb -N = 1,677.49 lb -N) and 10% of your phosphorous nutrient offset
credits (0.10x 1,080.43 lb -P = 108.04 lb -P) are now available for sale. Please update the credit
ledgers accordingly.
Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Upper and Lower Falls Lake Watersheds as defined in 15A NCAC
02B .0276 and provided in 15A NCAC 02B .0282. Additionally, the riparian buffer credits
