Brad and Hannah,
Cherokee, the subcontractor for ATMC, removed most of the fill that eroded from the shoulder into
the wetlands. Anneliese and I took some measurements and the extent of the material in wetlands
actually appeared to fall within our permitted permanent fill impacts (see attached drawing). There
still appears to be a convex area just off the toe of the shoulder, but it was hard to tell since the area
is pretty hummocky. Since this was within our permitted fill impacts I thought it was best for them to
stop shoveling.
There were really only two bad ruts ( seen in the background of attached photo) and these were a
result of having their bore machine down in the wetlands. I asked them not to do anything with
these since I didn’t want to create more disturbance since the impacts are probably de minimis. The
rest of the clearing is what I would expect to see from hand clearing for the temporary detour and I
did not see any bad ruts (it was very dry). Cherokee informed us that the reason for the clearing was
that they needed a line of sight for the bore. As I understand it, wetland clearing for a line of sight
for a bore has traditionally only been considered for gas lines, so this is something I am looking into a
bit further our Utilities unit.

Brad and Hannah,
We are still working to determine why the clearing occurred at this stage. Thankfully it does not
appear to extend beyond the limits of temporary impact permitted for the detour. I have asked
ATMC to get out tomorrow with hand tools to retrieve the plume of material that appears to have
eroded from the bore pit on the shoulder. We have a meeting tomorrow morning with Construction
and Environmental staff to draft changes to standard operating procedures related to oversight of
utility relocations. I will keep you updated with those developments. I will also send photos of the
cleanup and one of us can take you out there whenever works with your schedules.

See the attached UBO clearing survey, UBO plans, and pictures that Sean and John took of
the location earlier today. All of the clearing that took place appears to fall within the temporary fill
in wetlands area and there will be additional clearing that will take place during the life of this
project.
Jake:
Please coordinate with ATMC to have them recover the lost material and pursue vegetation
efforts through coordination with the agencies as soon as possible.

Good afternoon Alex and Jake,
Please see the attached survey of the clearing performed by UBO contractors for the B-5624 project.
You will see that we cleared 0.133 AC in a “Temporary Fill in the Wetland Area” and 0.073 AC in a
“Non-wetland Area.”
Also, John took some pictures of the cleared area at the time of this survey. There are quite a few, so
is there a spot that we can upload them to on the S drive that would be easy for everyone to access?
