Wetland labels on the plan sheets contradict each other. Multiple wetlands in different locations are labeled Wetlands #2 and there's a discrepancy with numbering of impacts 1 and 4. Please revise the plan sheets and ensure that the labels are consistent and match up with the impact table correctly. The revised impact exhibits are attached. Sheets W-7 and W-8 have been corrected. 2. Please explain why Canter Creek Rd can't be located further east in order to avoid Wetland impacts from this road (wetland impacts are labeled as all Wetland 1 but also as Wetland Impact 1 and 2 on other sheets). • The NCDOT is requiring a left turn lane into the site and resulting road widening. There is limited frontage along West Lexington Avenue and it is necessary to place as much of the turn lane in front of the i property as possible to stay within the existing right-of-way and avoid unnecessary impacts to adjoining property owners. In order to do that, the entrance was shifted as much as reasonably possible to the west. • Wetlands located along the frontage of West Lexington Avenue will be impacted in any event due to the requirement for widening the road and installing sidewalks. • If Canter Creek Road were shifted to the east, community signage options would be limited which would negatively affect the overall marketability of the site. As currently shown, all signage can be placed within the area labeled as CA-2 (Common Area). • Shifting Canter Creek Road to the east to avoid the wetlands will result in the loss of three lots (those labeled as 95, 96 and 98) resulting in over 200 feet of street construction with zero economic value. The estimated cost of the road at $120,000 and the lost economic value of the three lots and homes is over $350,000 each. • The remaining wetlands in the area labeled as CA-1 are being avoied. 3. It appears that wetland impacts could be avoided by loss of just one lot (lot 22). To prevent wetland impact # 5 will cost 3 lots due to the 30' fill slope behind lots 21, 22 and 23, since lots 21 and 23 would still encroach the wetland without lot 22. Due to the severe gullying on lots 21 and 23 (which can be seen on the exhibit) those lots must be filled in to make them buildable and the resulting side slopes, will encroach into the wetland area as well. I will place the application on hold until receipt of the requested information. Please also note that the additional requests for information may be necessary upon close of the Public Notice comment period and/or receipt of comments from the NCWRC. Thanks.
