Dear Ms. Sanchez -King:
Brunswick County is in receipt of the Notice of Violation and Intent to Assess Civil Penalty dated
September 29, 2021, for violation of. Ammonia Total Nitrogen, Total Suspended Solids, Fecal
Coliform, Total Nitrogen and Total Phosphorus for the month of July 2021 Non -Discharge
Monitoring Report.
In response to the NOV/Intent to Assess Civil Penalty, Brunswick County submits the following:
The ability to dispose of biosolids over the months leading up to July 2021 in conjunction with the
higher seasonal flows created an issue which impacted both our biological and solids handling
system. Consistent rains in late June impacted our biosolid contractors' ability to land apply our
Class A biosolid. This combined with the higher seasonal flows. increased F/M ratio, and warmer
weather created a rapid increase in our biomass. We worked diligently to place another ATAD
reactor on-line, which had been taken down for maintenance due to equipment failure. We were
in the process of cleaning out and replacing instruments on two (2) of our ATAD' s when the solids
inventory began to increase. We currently have three (3) of our four (4) ATAD's on-line with a
MLSS around 5500 to 6500 mg/L in each oxidation ditch.
The solids issue was amplified as we were having ongoing issues with the drive system on tertiary
filters #1 & #2, which in turn began causing filter panel damage. Replacement parts were ordered
on July 22, 2021. The cost of the drive upgrade is $28.376.00: we are also replacing all panels in
both filters at a cost of $116,180.00. Due to the Covid-19 pandemic, shipping of the needed parts
was delayed and once arriving from Germane, the shipment was stuck in customs for several days.
All parts have now arrived and the upgrade of the drive system. by Veiola Technologies certified
personnel is slated to begin on October 10, 2021.
