Thanks for providing this information and Holland, thanks for your prompt response.
I’ve reviewed this information and don’t have any concerns regarding the proposed bridge replacements and the
information you provided with the exception of Site 151 (Haywood County Bridge 3). Based on my GIS review, Br 3 is
possibly a historic bridge that may need to consultation with SHPO before it is replaced. Please take this into
consideration and conduct 106 consultation as necessary prior to work on this bridge.
Otherwise, As far as permitting goes, for what doesn’t fall under non-notification status, I ask that you provide PCNs as
soon as you are able; however DOT can continue work as needed with the expectation that these projects will get after-
the-fact authorization where a PCN cannot be provided prior to the start of work. This is conditioned on hearing back
from Marla regarding the trout issues and assuming that she doesn’t have any concerns and in consideration of FWS
comments.
Thanks and I’m available to discuss with you or any of the agencies should anyone have questions regarding permitting.

Hi Dave,
Thanks for filling us in on the status of bridges at these locations. Your proposed measures for Sites 28 and 143
(checking for suitable roost trees and, if present, conducting emergence surveys) sound good. We also recommend that
DOT try and remove the trees soon after the emergence checks, as secondary roosts can be used sporadically.
Let us know if you'll be conducting emergence surveys at these locations and need some extra eyes.

This email has been received from outside of DOI - Use caution before clicking on links, opening

Folks,
As you know we had a major flood last week in Haywood and Transylvania counties, North Carolina that in part washed-
out or damaged beyond use several bridges. As of now we have 4 priority bridges that we need to replace quickly; I
anticipate that list may grow. We are expediting the replacement of those bridges because they provide the sole
roadway accesses to many people that now only have temporary access. NCDOT would appreciate your assistance with
our NEPA/permitting compliance by examining the attached maps of bridge locations and advising of any concerns you
may have at this time. Also attached are any design info that we currently have, which isn’t much.
At sites 28, 55, and 143 we have temporary pipes in to allow people access. Unlike the immediate work at these sites,
site 151 and some others may now have Section 7 implications because the permanent bridges will require some minor
tree clearing. Note that Site 28 and 143 will likely need to begin in matter of days to weeks, so adherence to bat winter
clearing may not be possible. On those I proposed that once plans are available or once clearing limits are staked that I
check to see if there are suitable roost trees and, if present, do an emergence check. On sites 151 and 55 we are likely
to be within the winter bat tree clearing timeframe. USFWS folks, please advise thoughts on this conservation
measure, or other aspects.
Note, that if not for the tree clearing (habitat for other listed species is or is likely absent – I have not viewed site 143
yet), some of these projects are likely to ultimately fall under the non-notification thresholds. However, we would
appreciate permission to waive the trout moratorium if we can apply non-notification (or to later ATF permitting as
needed) due to the urgency as well as the minor scope of additional impacts and/or habitat present. All proposed
structures are bridges or, in one case, a bottomless arch. Marla, please advise on whether WRC would consider trout
moratorium waivers for these projects.
