STORMWATER PERMITTING
Dear Program Director,
My wife and I live at 755 Wild Oak Lane, NW in the Meadowlands subdivision in Calabash, NC. We live
off the back tee box of the 14th hole of the golf course. To the right of the tee boxes is a large pond
which is approximately 60 yards from our house (pix 1). It doesn't take much for the pond to overflow
resulting in water running up into our back yard and to the side of the yard. In bad storms, particularly
in 2015 and 2018 with hurricane Florence we have been flooded with 3 feet of water in our crawl space
and in the garage. Water in the crawl space compromised our air handler and duct work and these had
to be replaced. We filed insurance claims which paid for the damage. In 2018, the flooding of the
Waccamaw River resulted in most of the flooding; however, it only takes a few inches of rain to cause
this pond to overflow (see pix 2 & 3).
The stormwater permit for the Meadowlands Golf Club is: SW8 970631. This permit is for a "low density
subdivision with a curb outlet system). The east end of the subdivision has sewers; however, our side
has drainage swales and culverts. In the back of our houses is a swale that collects water from the golf
course_ The 14th hole pond drainage has a number of issues: (1) this large pond only has one exit pipe
which runs to the right of our lot. It should have another exit pipe further to the south. Several other
pipes run into this pond which quickly fills it. (2) The one drainage pipe does not go back to the pond
but starts to the right of our lot. A dirt drainage swale runs from the pond to the pipe. The pipe is not
large enough to carry the large amount of water runoff. In addition, the Swale where the water runs off
from the pond is not deep enough and needs to be cleared. The swale behind our houses has eroded
and needs to be dug deeper and graded. (3) A third issue with the drainage is that water pipes run under
Wild Oak Lane and over to the 171h hole. Water drains into a collection area (not actually a retention
pond) and sits without draining. After a heavy rain the water stops draining and everything backs up
near our house. (See pictures 4, 5 and 6. Picture 6 is the water that collects near the 17th hole tee boxes
and this water needs to drain or the collection area dug deeper. Pictures 4 and 5 are the culverts on
either side of Wild Oak Lane. According to the stormwater permit, the swales should be cleared of
sediment and culverts should be cleared along with catch basins.
I'm requesting that an engineer visit the property and see first hand the issues. I've met with the
developer several times to no avail. The answer is always "there is no where for the water to go". It's
frustrating to go through this so many times. It's difficult to keep plants in the backyard, and I clean up
the mess after flooding. The golf course never offers to clean out the swales, etc. Thanks for any help

1. Drainage area from behind the pond on the 1411 hole where it leads to
underdrain on Wild Oak Lane.
The drainage canal has become blocked over the years and now causes
the water to flood into property owners home at ???? Wild Oak Lane.
[a] Possible resolution
Have the area cleaned out to widen the drainage swale and remove
all residual debris.
[b] Refer to the attached map noted as map "A"
2. Drainage area behind the homes on Marsh Rose Path as become blocked with
debris and no longer allows the free flow of water. An area behind solme of the
homes (east of the problem site) was cleaned and widened approximately 2
years ago, however, the area kin question was never cleaned. Many of the
homeowners in this particular area have in the past cleaned the swale to allow
for the free flow of water. Unfortunately, many of the said homeowners have
now reached an age where they can no longer perform this work.
