Based on our field evaluation of the crossing area, we found the subject rench dry, and as such we were not able to find nquatic organisms. Thus, from the lack of water in the reach and the lack of aquatic organisms in a downstream pool, we determined that the reach was intermittent. It is possible, due to the mobile nature of aquatic organisms such ns fish and crayfish, that some of these organisms may be found in the vicinity of the project during wet periods. This is not unlike the presence of shad and other gamefish in the floodplains of Inrge rivers during spring floods; the subject crossing is at the upper tenches of a perennial branch but it is not necessarily perennial. The attached site plans show all stream impacts including all fill slopes, dissipaters, bank stabilization, buffer impacts, the locations of zone 1 and zone 2 of the protected buffers overlayed on the site plan, and diffuse flow provision mensur No sewer lines are shown on the site plan, since the project will utilize onsite septic tanks. Level spreader worksheets are also attached for your consideration. We will provide operations and maintenance agreements for the level spreaders when we receive the 401 certification from your.of f~i N. Cross section details are nl o included that show the provisions for nquatic life passage. ~~,,JJ ~~ The detailed road crossing maps that you requested are attache for your review. These maps are from 2001, so they show the rip-rap aprons in the stream. The current proposal for the stream crossings, though, has the rip/rap located on the sides of the streams instead. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information.
