Perry Hill II Bank Parcel Credit Release — Task 3
Dear Mr. Wilkerson:
On June 17, 2021, the Division of Water Resources (DWR) received an As -Built Report from
Wildlands Holdings V, LLC (Wildlands) for the Perry Hill Il Mitigation Site. On October 4, 2021,
Katie Merritt with DWR requested additional information to complete her review of the report. On
October 5, 2021, Wildlands provided Ms. Merritt with the information requested. According to the
As -Built survey submitted with the As -Built Report, there are slight adjustments in the total amounts
of Riparian Buffer credits as well as Nutrient Offset credits as compared to the approved Bank Parcel
Development Package. The subject site has generated 32,984 ft2 of buffer restoration credits,
11,618.436 ft2 of buffer enhancement credits and 590,391 ft2 (30,807.380 lbs-nitrogen and 1,984.233
lbs-phosphorus) of nutrient offset credits. The credits being released have been modified to reflect
any changes to the creditable acreage as proposed in the BPDP.
On October 20, 2021, DWR received a performance bond (#107501176) issued to Wildlands from
Travelers Casualty and Surety Company of America, in the amount of $100,000, to cover monitoring
and maintenance at the subject site. The term of this bond applies beginning October 12, 2021 and
ends with the approval of the Year 1 Monitoring Report by the DWR. Future credit releases will be
dependent on both the renewal of this performance bond and the annual monitoring reports.
In accordance with the MBI, signed on September 14, 2020, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and therefore the following credits are released:
• 10% of the Neuse buffer Restoration credits (0.10 x 32,984 ft2 = 3,298.40 ft2) plus 2,676.400
ft2 yields 5,974.80 ft2 of credits now available to sell
• 10% of the Neuse buffer Enhancement via Cattle Exclusion credits (0.10 x 11,618.436 ft2 =
1,161.844 ft2) plus 88.852 ft2 yields 1,250.696 ft2 of credits now available to sell.
• 10% of the Nitrogen nutrient offset credits (0.10 x 30,807.380 lb-N = 3,080.738 lb-N) minus
102.28 lb-N yields 2,978.458 lb-N credits now available to sell.

10% of the Phosphorus nutrient offset credits (0.10 x 1,984.233 lb-P = 198.423 lb-P) minus
6.588 lb-P yields 191.835 lb-P credits now available to sell.
Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Upper and Lower Falls Watersheds within the Neuse River Basin
pursuant to 15A NCAC 02B .0703 which became effective on April 1, 2020. Additionally, the
riparian buffer credits must be used for authorized impacts in the Neuse River Basin
according to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B .0295,
which became effective on November 1, 2015.
