Explain the purpose of the proposed project:" Construct a single-family residential subdivision connected by a road and utilities (133 Lots) 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Vegetation within the road right of way will be cleared and the road bed graded. Where the proposed road crosses the stream and wetland (see construction sheets 7, 8, and 9), a 98ft long 54" RCP will be buried 1 ft below the stream bottom. An 18ft long dissipater pad will be added at the outlet, 24" deep of 13" stone. A 32 ft long rip -rap energy dissipation pad will be installed at the outlet of the culvert. Water lines will be concurrently installed in the road right-of-way. The area will be back filled, the roadway paved, and side slopes stabilized. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Wetlands were excluded from all lots and are reserved in the Open Space. Headwalls will be used at the culvert to minimize culvert length at the road crossing. Shoulder slopes at the road crossing will be graded at 2 to 1. The road was sited nearly perpendicular to the drainageway to minimize impacts. The road alignment in future phases was adjusted to avoid wetland impacts. Detention basins and stormwater controls were sited completely outside of wetland areas. The culvert will be buried to maintain aquatic passage and to maintain passage during drought or low flow conditions. (1ft depth for 48" diameter or more, 20 % for less than 48" diameter) A road crossing was eliminated in the southeastern end of the site by replacing it with a cul-de-sac. Utilities will be grouped in the road right-of-way to avoid additional impacts. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Sediment and erosion control measures will be used, such as silt fencing, to protect water quality.
