Date: August 13, 2021 To: Danny Smith, Director, Division of Water Resources Rick Bolich, Section Chief, Division of Water Resources From: WQROS-MRO Subject: Colonial Pipeline (Huntersville, NC)—SW Assessment The purpose of this document is to provide a summary of surface water assessment activities conducted by staff in Mooresville Regional Office (MRO) and available data regarding the gasoline release within the Colonial Pipeline right of way(ROW) near the intersection of Huntersville-Concord Road. Brief Site History On August 14, 2020, Colonial Pipeline and agencies including emergency response were notified of a potential gasoline release within the ROW near the intersection of the pipeline and Huntersville- Concord Road. The gasoline release was confirmed and the source of the release was identified to be from Colonial Pipeline Line 1. Actions were taken to immediately stop and control the release. The release was assigned incident number 95827. It was estimated that 1.2 million gallons of gasoline was released. The investigation and corrective action efforts remain on-going at the site. Surface Water Assessment Activities Initial and on-going surface water assessment activities are conducted by Colonial and/or their contractors. Mecklenburg County Storm Water Services is also conducting routine surface water sampling at the site. Mecklenburg County's surface water sampling results and map are included in Attachment 1. The Division of Water Resources (DWR) recently conducted a surface water assessment at the site to determine where jurisdictional waters are and collected surface water samples where appropriate. On July 19, 2021, DWR-MRO staff visited the Brown property located at 14426 Huntersville-Concord Road, Huntersville, NC to identify jurisdictional waters at the property and collect respective surface water samples. All surface water samples collected were analyzed for Volatile Organic Compounds (VOCs). Based on review of the results, all analytes were non-detect. Laboratory analytical results and surface water sampling location map are included as Attachment 2. Jurisdictional waters of unnamed tributaries (UTs)to South Prong Clark Creek were noted as starting at Seep 1, Seep 2, and including the existing mapped UT that joins Seep 1 &Seep 2 from the east. After review of available information, DWR-MRO staff conducted additional surface water assessment activities at the site. Additional areas were identified and are shown on the map as A, C, D, K, an area north of C and D, and area east of the site beyond the 1,500-foot buffer and is included in Attachment 1. On August 2, 2021, DWR-MRO staff conducted surface water assessment activities at the additional areas identified, which included jurisdictional waters determination and associated surface water sampling where appropriate. Jurisdictional waters and surface water sampling locations are identified on the map included as Attachment 3. At areas C and D, head cuts were observed and are identified on the map. Surface waters are considered jurisdictional beginning at the head cuts identified at these locations. The two features north of the C and D areas are not considered jurisdictional and appeared to be more wet weather features. Areas A, K, and the features east of the site beyond the 1,500-foot buffer are considered jurisdictional as shown on the map (Attachment 3). The UTs identified at areas A, C, and D flow into the North Prong Clark Creek tributary. The UTs identified at Area K and the areas east of the site beyond the 1,500-foot buffer flow into the South Prong Clark Creek tributary. The UTs discussed above are classified as Class C waters and are part of the Yadkin Pee-Dee River Basin. All surface water samples were analyzed for VOC's and total lead. Lead was added to the analyte list due to prevalence above NC 2L groundwater standards in groundwater samples collected by Colonial and/or their contractors at the site. Based on review of the August 2, 2021 surface water analytical results, all analytes for all sample locations were non-detect. Laboratory analytical results are included in Attachment 3.
