Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:" The 207-acre Pasquotank County C&D Landfill site is improved with landfill cells, recycling center, transfer site, recreational areas, infrastructure improvements, and unimproved areas. General use adjacent to the site is agriculture and residential. The 1.05-acre site is an unimproved wooded area. 4b. Explain the purpose of the proposed project: The Pasquotank County C&D Landfill is a current operation off of Simpson Ditch Road which is authorized by the North Carolina Division of Solid Waste by a Life of Site permit issued December 29, 2016. The permit has been amended several times to approve the expansions necessary to accommodate the increase in C&D materials generated by storms and increased construction. This expansion is expected to provide capacity for 6 to 12 years. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: The improvement of the site will commence with the construction of an impermeable base to manage the runoff from the C&D material. Bulldozers, dump trucks, and backhoes will be used to develop the base and then the the cell walls. The perimeters of the cell wall will be landward of silt fencing while vegetation is allowed to permanently stabilize the slopes. 5. Jurisdictional Determinations 5a.
