Director Division of Water Quality May 27, 2009 Blake Proctor Town of Fairmont PO Box 248 Fairmont NC. 28340 SUBJECT: Bioassay Compliance Inspection Town of Fairmont Fairmont Regional WWTP Permit No: NC0086550 Robeson County Dear Mr. Lewis: • Enclosed you will find a copy of the Bioassay Compliance Inspection for the inspection conducted during the week of May 11, 2009. This inspection was a follow-up inspection of the. February 17, 2009 Compliance Evaluation Inspection (please review the report dated February 18, 2009). In addition, an Aquatic Toxicity (AT) test and the below listed test parameters were sampledto evaluate the biological effect of the facility's discharge on test organisms and compliance with the limits page of the NPDES permit. As part of the inspection, a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Section D. Summary of Findings/Comments of this inspection report. The following laboratory test parameters were performed on aliquot. samples that were collected by DWQ from a 24-hour DWQ composite sampler on May 12, 2009. These chemistry parameters are required in the Fairmont Wastewater Treatment Plant NPDES permit. Analyses Parameters Outfall 001 results Total Suspended Solids (TSS) 16 mg/L NH3 as N 0.56 mg/L TKN as N 1.8 mg/L NO2 plus NO3 as N 0.19 mg/L Total Phosphorus as P 1.6 mg/L BOD 2.6 mg/L On May 12 and May 15, 2009, the DWQ-Fayetteville Regional Office collected Whole Effluent Toxicity samples (WET) for use in a chronic Ceriodaphnia dubia Pass/Fail toxicity test. The test using these samples resulted in a "Pass", that indicated that the effluent would not be predicted to have water quality impacts on the receiving water. On the day of the wastewater treatment plant walk through, the plant appeared to be in compliance with the NPDES permit requirements. Concerning the plant operation as required by NPDES Permit in Section C (2.) Proper Operation and Maintenance: "The permittee shall at all times provide the operation and maintenance resources necessary to operate the existing facilities at optimum efficiency." On the CEI report dated 02/18/2009, in the Secondary Clarifier section, it was noted that "There appears to be an accumulation of solids buildup in the center well". On the first day of this inspection, 05/11/2009, it was observed that the centerwell of the Secondary Clarifier had a moderate amount of green plants. Also, there was a small tree that was located in the trough that flowed to the aeration basin. The ORC was asked to remove the vegetation. Two days later, this inspector observed that all of the vegetation had been removed. Please be aware that #2 in Section C of Fairmont's NPDES Permit states that "The Permittee shall at all times provide the operation and maintenance resources necessary to operate the existing facilities at optimum efficiency".
