Vegetated Wetlands (C) Other Open water 244 12sf (D) Total Area Disturbed 244 12s ( 000560ac ) (E) Primary Nursery Area No (F) Water Classification- SC Open No 8 PROJECT SUMMARY The applicant proposes the construction of two shed roof extensions, one on the north and one on the south side of an existing boathouse, and installation of two let -ski lifts on the existing pier Triple W Business Trust , Field Investigation Report Page 2 Project Settinq The project site is located at 112 Linden Street in Snug Harbor subdivision, a residential waterfront community situated along the Yeopim River, a tributary off of the Albemarle Sound, in Perquimans County, North Carolina The residential lot is developed with a single family dwelling and storage budding Surrounding uses are residential with single family dwellings Several property owners in the neighborhood use the dwellings as vacation homes On the east side of the project site there are no in water structures extending from the adjacent riparian property, to the west there is a pier, platform and boatlift extending from the adjacent riparian property approximately 1 00' from the applicant's boathouse The applicant's existing structure extends into the riparian corridor to the east Shading from existing open water structures includes a 5'x 147' pier (735sf) with a 4 5'x 23' walkway (103 5sf), a 16'x 34 5 platform (545sf), with a boathouse 20'x 25`5' (510sf) boathouse covering two boatlifts with an additional 1' overhanging the pier and platform Total open water shading from existing structures is 1,893sf Waters of the Yeopim are classified as SC waters and are closed to shellfishing There are no submerged aquatic vegetation around the applicant's pier and boathouse Water depths at the water ward end of the pier are 4.5' below normal water level (NWL) The Waters of the Yeopim River are classified as "Joint' by the NC Wildlife Resource Commission and classified as Estuarine Waters by the Division of Coastal Management Based on photographic evidence the pier located at 112 Linden Street was originally constructed prior to 1985, and a platform and boathouse were constructed sometime between 1985 and 1989 There is no known geological, archeological or historical significance within or adjacent to the applicants project site Development Proposal The applicant, Joseph Wilkey Jr, representing Triple W Business Trust, proposes to extend a boathouse roof on two sides The side facing north will be extended 7 5' x 27 5' crossing a small area of open water and a 4 5' wide walkway leading from the pier to a platform on the east side of the boathouse A second roof extension is proposed on the south side of the existing boathouse and will extend 6 75'x27 5' Part of the proposed roof will cover existing walkways and platform, leaving a total of 214 12s of new open water shading The current boathouse roof does not completely cover the boats being housed on the structure In addition to the two existing boatlifts in the applicant's boathouse, Mr Wilkey would like to install two jet -ski lifts on the pier The approximate size of the proposed lifts is 3' x 5', for a total of 30sf A third aspect of the proposed development is the request to install cleats on 34 pilings in the pier to dock vessels during the day The applicant states in the application packet that the cleats would only be used during the day Based on an onsite inspection there are currently bumper and cleats to accommodate four vessels along the platform and pier A Staff Worksheet has been included with the field report Onsite measurements did not match the information provided by the applicant While the measurements are not exact they are not significantly different A revised structure plan has been provided on the Staff Worksheet reflecting the corrected measurements A thorough review Triple W Business Trust Field Investigation Report Page 3 of the site revealed that the structure has been added to over the years (dating back to 1989) using varying sized materials and construction methods Measurements are not consistent from one side of the structure to the other, therefore, an average of the measurements had to be used Total impacts from the proposed development are 244 12s of shaded open water Anticipated Impacts 1) Temporary turbidity can be anticipated in and adjacent to the work area during construction 2) Secondary impacts associated with residential docking systems include unintended fuel and oil spills associated with boating 3) Additional open water shading resulting from the proposed structures will be 244 12s Submitted by: Lynn W. It was the lowest lot in the subdivision. We installed a dock and pier in 1985 I think We have rebuilt the pier twice since it was installed in hopes of it not going away again. I am requesting to cover the front & back of the existing roof by 8 ft and install 2 het ski lifts, bumpers and cleats The jet skis will be over the dock & not in the water when in the lifted position.
