Dear Mr. Lewis:
On June 15, 2021, Cheng Zhang of the Raleigh Regional (RRO) Office Division of Water
Quality conducted a Compliance Evaluation Inspection of the subject facility. The assistance and
cooperation of Mr. Jason Nichols, the Town's Public Works Director, Mr. Danny Robinson, the
Operator in Responsible Charge (ORC), and Mr. Melvin Williams, the backup ORC, during the
inspection, were very helpful and appreciated. A checklist of items is enclosed with this letter.
During the inspection the following items were noted:
1.) The Town's collection system is classified as a Class 2 collection system. It has
approximately 89 miles of gravity sewer mains, 2.79 miles of force main, and 9 pump
stations. Danny Robinson is the ORC, and Melvin Williams is the backup ORC. It was
noted that a copy of the permit was not available at the time of inspection. The
operators need to keep a copy of the permit on file.
2.) The Town has a GIS based collection system map which has all items required by the permit.
3.) The Town has developed and implemented a Capital Improvement Plan (CIP) for the sewer
system. Current CIP covers a six -year period (from 2020 to 2026), with total sewer capital
improvement budget of $585,000.00. At the time of inspection, only the six -year budget
was available for review, a goal statement, description of project areas, description of
existing facilities, and known deficiencies need to be added to the CIP.
4.) The system has 9 pump stations. All stations were equipped with SCADA system. Five
pump stations were visited during this inspection. These pump stations were inspected and
maintained as required by the permit.

5.) The Town has a grease control program. Grease traps/interceptors at restaurants and other
food services are inspected bi-monthly. Grease educational flyers are sent to customers with
water/sewer bills twice per year.
6.) A review of records and logbooks indicates the following
a) Records are maintained adequately for sewer line maintenance, cleaning, high priority line
inspection, and right of way maintenance. The record keeping is excellent.
b) No Sanitary Sewer Overflows (SSOs) were discovered or reported since the last
inspection.
7.) The Town has designated 19 high priority/aerial lines; these lines are inspected quarterly.
Four high priority lines were observed during the inspection, these lines were in good
condition, the right-of-ways to these high priority lines were maintained and accessible.

Inspection Summary:
The collection system consists of approximately 89.21 miles of gravity sewer, approximately 2.79 miles of force main, 9
duplex pump stations.
The CIP reviewed lacks the following components: goal statement, description of project areas, description of existing
facilities, and known deficiencies.
The operators do not have a copy of the permit.
