Over the review period the facility was issued 3 Notice of Violations and 5 Civil Penalty Assessments. On the day of inspection one of the mechanical bar screens was down due to a bearing failure. The facility is in the process of repairing the bar screen. The facility has installed a new effluent sampler and the sampler is unable to read the flow signal. Until the facility can get the signal repaired the sampler is set up to take one sample per hour over twenty-four hours. A split toxicity sample was taken on October 5th and 7th. The toxicity sample was split between Meritech and the Toxicity Unit in Raleigh. Both toxicity tests passed and the test results are attached to this inspection. On the day of inspection the sludge holding pads were full. The facility has called Synagro to remove sludge from the storage pads When the facility experiences high flows they tend to violate the NPDES permit. It appears that the major reason for this is Inflow and Infiltration. The City is working on identifying and repairing inflow and infiltration in the collection system. The facility was judged to be Non -Compliant with NPDES permit NC0024236.
