Box 248 Fairmont NC 283400248 SUBJECT: August 27, 2010 Compliance Evaluation Inspection Town of Fairmont Fairmont Regional WWTP Permit No: NC0086550 Robeson County Dear Mr. Proctor: Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on August 27, 2010. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Chemist, and Danny Strickland, Environmental Senior Technician, of the Fayetteville Regional Office. The facility was found to be in Compliance with permit NC0086550. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat in appearance at the time of the inspection. • The division encourages facility staff to document all maintenance activities that are performed at the WWTP. This includes but, not limited to, changing oil in equipment, replacing belts, monitoring fuel levels in generator tanks, and testing of alarms. • The Fayetteville Regional Office believes the Fairmont Regional WWTP could greatly benefit from an internet/fax connection at the facility. Facility staff would have easier access to online maintenance manuals for equipment, operational information from various companies, and access to the Division's Technical and Certification Units Webpage. Also the division now has an electronic discharge monitoring report (eDmr) program that is currently voluntary but the US EPA is considering making it a requirement that all facilities report monthly dmrs electronically. From the cover letter dated October 1, 2009 that was attached to the Renewal Permit. Summary of Changes in Renewal Permit from the Existing Permit 1. Mercury monitoring and limits have been revised with the addition of provisional conditions. To comply with EPA criteria and to allow the permittee for re-evaluation, mercury monitoring was increased to monthly pending re-evaluation. After 24 months from the effective date of the permit if the applicable limits are not removed they become effective. If the limits are removed then mercury monitoring can be reduced to quarterly. 2. Instream monitoring Special Condition has been revised to remove instream monitoring for mercury, with reopener conditions. With no stream impairment other than mercury, lack of effective downstream sample locations, and the availability of existing ambient monitoring stations justify no instream monitoring at this time. The Division can require future instream monitoring without reopening the permit. Please refer to the enclosed inspection report for additional observations and comments.
