On August 26, 2013, the Division of Water Resources (the Division) received yourapplication dated August 12,
2013 for the subject project. Staff has reviewed the application and on August 30, 2013,staff contacted your agent,
Thomas Blackwell, requesting the further information and clarification of the proposed project. As of this date, no
information has be received.
Staff's understanding is that the purpose of the application is the improvement and enhancement of a pond for a
proposed park, but there was no clarification /design as to what facilities and /or amenities are planned for the park. If there
is general proposed plan, please provide this information (parking, tennis courts, concession buildings, etc). With the
construction of a park there are issues of water quality /stormwater runoff that are taken into consideration through the
approval process.
If there is no firm plan, only a general idea, it may be more prudent to withdraw the application until such time a
more firm idea and plan has been proposed /designed.
Until further clarification and information, please be advised that this project will be placed on hold pursuant to
15A NCAC 2H .0507(h). In addition, this office is requesting that the Army Corps of Engineers place a hold on processing
