Subject: Thomas Allen Driveway project in Franklin County #20131013.
I work with the NC Division of Water Resources in Raleigh, NC and have the responsibility for reviewing certain
engineering practices regarding stormwater discharges. I am working with Cherri Smith on the review of the Thomas
Allen Driveway project in Franklin County #2013 -1013. The Tar - Pamlico buffer rules require DWR to certify that
stormwater discharges from the bridge and any created stormwater drainage ways associated with roads at the stream
crossing meet the rule's diffuse flow buffer requirements. The two(very small) site drawings that I received do not
contain information that enables me to certify that only diffuse flow across the stream buffers will occur. Per the
requirements of the Tar - Pamlico Riparian Buffer Rule, you must show that the site meets the diffuse flow requirements
with a level spreader- vegetated filter strip or other BMP per Chapter 8 of the BMP Manual (see
http: / /Portal.ncdenr.org /web /wq /ws /su /bmp- manual). I cannot make the determination without having information
(preferably engineered drawings) showing final grading elevations, stormwater drainage patterns and the presence of
