Dear Mayor Hagin,
This office received your SOC response letter on August 6, 2007 that was in reply to
DWQ's May 31, 2007 Request for Information letter concerning the Town of Parkton's SOC
status for funding. We understand that the Town still plans to connect its wastewater collection
system to the Red Springs Wastewater Treatment Plant and to apply for grant money in 2008 to
finance the wastewater connection. The SOC application section "IDENTIFY FUNDING
SOURCES TO BE USED TO BRING THE FACILITY INTO COMPLIANCE" states, in
part, that an "explanation must demonstrate that the funds are available or can be secured in the
time to meet the schedule outlined as part of this application." Since funding is not secured, nor
can it be demonstrated that funding will be available, the-SOC application is denied..
The Division of Water Quality remains willing to assist the Town of Parkton to resolve
its intermittent non-compliance, and I look forward to hearing from you concerning updates of
plans for the Town of Parkton. If you have questions or comments, please phone me at 910-
