As part of the inspection, a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Part D - Summary of Finding/Comments of this report. The priority of all wastewater treatment facilities should be complete compliance with the NPDES permit which will ensure the best quality effluent discharged to our receiving streams. Section D: Summary of Findings/Comments: 1. The manual bar screen was operational. All screenings are disposed of through the County landfill monthly. 2. The rotor in oxidation ditch #1 is off line but appeared to be operational. The rotor in oxidation ditch #2 is operational. Catwalks, railings and power box covers located at the oxidation ditches appeared to have paint from the surface of the metal. Repairs should be completed as soon as possible before major repairs are necessary. 3. Clarifier #1 was operational with some pin floc floating over the weirs but not excessively. Clarifier #2 was not operating due to oxidation ditch #2 not in operation. A usable sludge judge was not on site at the time of the inspection. A strong recommendation from our office is to purchase a sludge judge immediately to assist in operations of this facility. 4. The chlorine contact tank appeared to be clear of floatable debris. 5. The effluent appeared to be visibly free of solids. 6. Facility has made attempt to locate outfall and is maintaining approximately 1,200 feet of outfall right-of-way. A suggestion was made to review "As Built" engineering drawings to assist in location. All facilities should be able to inspect their outfall from time to time. 7. The sludge digester has not been used in years as communicated by facility staff. The four (4) sand drying beds did not appear to have any sludge in them. Some vegetative growth appeared to be in the drying beds. All vegetative growth should be removed to enhance sludge drying when applied to the beds. Sludge is not normally wasted from the clarifiers but recirculated into the oxidation ditch for treatment again. 8. The facility has backup power when needed. Generator operation is recorded in a log book located in the panel door. The tank which contains diesel fuel used to power the generator has been placed in a new support brace which appears to be much safer than the previous one. The tank appeared to have many areas where the paint has worn from the surface. Painting of these surfaces could eliminate major repairs in the future. 9. Maintenance records were available at the time of inspection. Maintenance and operational records should be maintained to assist in proper operation of the facility to ensure NPDES permit compliance. 10. The NPDES permit was available upon request. 11. The following NPDES permit required parameters are analyzed by facility staff: pH, Temperature, Dissolved Oxygen and Chlorine Residual. All other parameters are analyzed by Environment 1, Inc., of Greenville, NC 27858. 12. Laboratory records were reviewed for the months January through April 2001 and compared to 'Discharge Monitoring Reports (DMRs). All reviewed records appeared to be accurate. 13. A compliance evaluation analysis report for the period May 2000 through April 2001 revealed no monthly violations, other than toxicity. As a reminder, as per our Administrative Code Section: 15A NCAC 2B.0506(b)(3)(F)(I) - the date on which collection of composite samples is commenced or data shall be entered onto the monitoring report form is the date that has the greater number of hours in it. The following examples will assist you in understanding the reporting date: a. If the composite sample is started on Tuesday, April 3, 2001 at 9:00 AM and the sample is withdrawn from the composite sampler on Wednesday, April 4, 2001 at 9:00 AM, the day with the greater number of hours in it is Tuesday, April 3, 2001. b. If the composite sample is started on Tuesday, April 3, 2001 at 6:00 PM and the sample is withdrawn from the composite sampler on Wednesday, April 4, 2001 at 6:00 PM, the day with the greater number of hours in it is Wednesday, April 4, 2001.
