Dear Mr. Rinker:
On October 8, 2013, the Division of Water Quality, hereby referred to as Division of Water
Resources (DWR), received a Year 1 Monitoring Report for the subject site submitted by
McAdams Company on behalf of EBX Neuse 1, LLC (EBX). Upon review, DWR had no
concerns or comments regarding the report.
According to the UMBI signed on November 10, 2008, the following Project Milestones have
been met, and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements
for the above - referenced tract and 10% of your Neuse riparian buffer credits (0.10 x 194,267ft2
= 19,426.7 ft2) and 10% of your nitrogen nutrient offset credits (0.10 x 17,702.28 lb -N =
1,770.231b -N) are now available for sale. Please update your credit ledgers accordingly.
Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Neuse River Basin excluding the Falls Watershed.
