The West Point on the Eno is an important resource for the city, developed over many years through the efforts
of volunteers and under the guidance of the non-profit Eno River Association. The application by the developer
appears to have run roughshod over the questions designed to make clear the the developer will comply with
protections deemed necessary for development of the water quality sensitive property. The shoddy approach to
the application almost ensures that THIS DEVELOPER WILL NOT COMPLY WITH THE REQUIRED
SAFEGUARDS TO WATER QUALITY, PUBLIC SAFETY, AND PROTECTION OF ENDANGERED SPECIES
AND HISTORICAL PROPERTIES.
Since 2019, the Durham Planning Department, with the support of Durham County Commissioners and Orange
County to protect the Teer Quarry intake as a backup water supply source. Even earlier, Durham City Council
recommended low density development for this property, a recommendation this proposal clearly violates. I
found it very troubling when private developers deliberately ignore the publicly stated long term plans of officials
elected to look after the best interest of the community. Allowing private interests to take precedence over
community good undermines confidence in local government processes.
Review from the Army Corps of Engineers and a Public Hearing from the Division of Water Resources will
hopefully more fully flush out the risks of this project and the suitability of this developer to become a steward of
the common good.
Let's not allow a developer to capitalize on public good works for private gain. That would be very bad public
policy.
