Enclosed is a copy of the Compliance Evaluation Inspection conducted June 14,
2002.
As part of the inspection, a tour of the Wastewater Treatment Plant was conducted
and your staff was most cooperative. All observations and recommendations are in Part
D. Summary of Findings/Comments of this inspection report. The time sensitive
remarks are in bold print. The priority of all wastewater treatment facilities should to
always be in complete compliance with the NPDES permit, which will ensure the best
quality effluent discharged to our receiving streams.

Section D: Summary of Findings/Comments:
1. The manual bar screen was operational. All screenings are disposed of through the County
landfill monthly.
2. The rotor in oxidation ditch #1 is off line but appeared to be operational. The rotor in oxidation
ditch #2 is operational and on-line at this time. Catwalks, railings and power box covers located
at the oxidation ditches have been painted and look very nice. It is recommended that ditch #1 be
cleaned and filled with water and ready for use when needed.
3. Clarifier #2 was operational with some denitrified sludge rising and floating over the weirs, but
not excessively. The sludge blanket measured 2.5 ft. in a 9 ft. deep clarifier. The dissolved
oxygen was checked in the #2 ditch and was determined to be 2 mg/1 and the mixed liquor
suspended solids were reported to be approximately 3500 mg/1.
4. The effluent flow meter was calibrated last September 2001. It is necessary for the
instrumentation technician to state the percent error of change before and after the
calibration.
5. The chlorine contact tank appeared to be clear, but had floating grease balls.
6. The effluent appeared to be visibly free of solids.
7. Facility has located the effluent discharge and is maintaining approximately 1,200 feet of outfall
right-of-way. The right-of-way was over -grown on the day of inspection and could not be
inspected. All facilities should be able to inspect their effluent discharge at any time.
8. The sludge digester is used primarily as a thickener before the sludge is discharged to the drying
beds. There are four (4) sand drying beds and two were in use and the other two were ready for
use.
9. The facility has backup power when needed. The generator operation is recorded in a log book
located in the panel door. At the last generator inspection/test run, approximately two weeks
ago, it failed to operate satisfactory. Repair service has been scheduled for the week of June 17,
2002. This office request that it be informed immediately after the generator is again
operational. The tank, which contains diesel fuel used to power the generator, appeared to have
many areas where the paint has worn from the surface. Painting of these surfaces could
eliminate major repairs in the future.
10. Maintenance records were available at the time of inspection. Maintenance and operational
records should always be maintained to assist in proper operation of the facility to ensure
NPDES permit compliance.

11. The NPDES permit was available upon request.
12. The following NPDES permit required parameters are analyzed by facility staff: pH,
Temperature, Dissolved Oxygen and Chlorine Residual. These tests were satisfactorly performed
at my request. As a reminder you need to replace your broken certified thermometer. All
other parameters are analyzed by Environment 1, Inc., of Greenville, NC 27858.
Also as a reminder; mail the field parameter lab certification application into Raleigh
A.S.A.P.
13. Laboratory records were reviewed for the months January through April 2002 and compared to
the Discharge Monitoring Reports (DMRs). All reviewed records appeared to be accurate and in
order.
14. A compliance evaluation analysis report for the period May 2001 through April 2002 revealed
violations for dissolved oxygen and toxicity. These violations were reviewed and the possible
prevention of future ones.
15. Hobbs and Upchurch Engineering is currently doing a feasibility study on adding a pump station
and discharging Parkton's wastewater into the Fayetteville P.W:C. collection system.
