Roy Lowder called in a weekly fecal violation of 700. In discussing
this with him, it was determined that he has continued to operate the
offline side of the plant ( that was put in service because of high
flows) and not seeding it. This allowed untreated wastewater to be
blended with treated. I feel that this was the reason for the fecal
violation.

FYI
I have just received a call from Mr.
concerning municipal finances.
Mr. Louder has informed me that the
budget is now $50,000 "in the hole"
finance officer.
Roy Louder, ORC Town of Parkton
Town has discovered that the Town
and the Town is "letting go" their
He also has informed me that the Town finances are now being handled by
an accountant. As of today the payroll for the four (4) municipal
employees is questionable.
The four employees are as follows:
ORC 40 hrs. / week
(Water/Wastewater/streets/electric/other duties)
Helper/Laborer 30 hrs. / week
(helps ORC and performs other duties)
Town Clerk 20 hrs. / week
Police Chief 40 hrs. / week
Mr. Louder indicated that he is writing a letter to the Director for
consideration of their situation.
Just wanted to give you a heads up on what is going on in Parkton as
they are currently on a payment schedule for previous fines and have
been asked by DWQ to start paying more on there outstanding balance.
Coleen, what do we do with a permittee that is essentially bankrupt?
Any guidance you can give me concerning this matter would be of great
help.

Roy Lowder said that Parkton failed the Pass/Fail aq. tox. test for July (taken last week). The pH was 8
and the chlorine was <0.02 ppm on the lab. sample. Roy attributed it to the rain (8 to 9 inches during last
week). The WWTP is designed for 0.2 MGD, and there is 0.4 MGD flow. They will sample for the
multiple dilution method during the next two months.

08/08/03 PARKTON (NC0026921) Roy Lowder phoned FRO to report an electrical
problem at #1 lift station. Roy has placed both #1 and #2 liftstations in manual mode. No spill has
occurred. On Monday, Thomas Bill will look at it for repair.

Roy Lowder (ORC) called today and left me a voice mail to report he had
passed his Toxicity for this month August with the 94.9%. He did not
have the lab results yet but he had received a verbal from the lab.
He also had checked his lift station pumps with a volt meter and one was
running all the time and the other is not. This was an answer to
someone's question on staff here, I am not sure who but he said if we
need further info on this please call.
