8. PROJECT SUMMARY: The applicant proposed to install 4 tie pilings to create a third wet slip and
install 1 tie piling to extend existing wet slip.

Project Setting:
Mr. Hewett has submitted a CAMA Major Permit application to add a third wet slip to his
existing pier. The property is located at 559 Mills Rd.on Broad Creek in Oriental, NC.The lot is
maintained lawn with ornamental shrubs and upland trees and has±300ft. of shoreline along Broad
Creek. Structures include a single family dwelling,detached garage, 300ft. bulkhead, 120ft. pier with a
9ft. X 20ft. platform on the end.The pier has one boat lift and one 24ft. X 38ft. wet slip. Depth at the
end of the pier is approximately 6.5ft. at NWL.5-10 ft.of coastal marsh extends waterward of bulkhead
and depth at the landward end of the pier is approximately 1ft. at NWL.
Adjacent upstream property is a developed lot with a single family residence,detached garage,
bulkhead and a 60ft. pier with one wet slip on the Gideon Creek side of the property.Adjacent
downstream property is a cleared lot with construction of single family residence underway and a 115 ft.
pier with two wet slips.
Broad Creek is listed as coastal waters and this section of Broad Creek is a primary nursery area.
It is in the Neuse River Basin and classified as SC;NSW,HQW by the Environmental Management
Commission. No SAV was observed during the site visit on Sept. 14, 2021.
Project Description:
The applicant proposed to install Three (3) new pilings, move one (1)existing piling landward to
create a third 18ft. X 27ft.wet slip on the upstream side of the existing pier and add one (1) new piling
on the downstream side expanding the existing wet slip to 24ft.X 56ft.
Anticipated impact:
The project will create localized turbidity from piling installation.Total number to slips will
increase to three (3).

1.After contact with and preliminary site visit by Mr. Kent Vaughn,this application
is submitted in accordance with the guidance and provisions of reference (a).
2.As described in enclosure (1) and illustrated in enclosure (3),the addition of four
(4) pilings and the movement of one (1) piling at the existing dock is requested.
3.Currently one (1) sailboat slip and one (1) boat lift are accommodated at the dock.
The requested four (4) new pilings and the requested movement of one (1) piling
will accommodate one (1) additional sailboat (30'-40') on the west side of the dock.
This improvement will raise the number of slips at this dock from two (2) to three
(3).The fourth (4th) piling on the east side of the dock will facilitate leaving the
existing slip in adverse wind conditions.
