See attached plan review tracking status from the City website. We have watershed protection-storm water approval, storm water conveyance approval, and soil erosion approval. We do not overall approval of the project yet because of an easement release. We have to appear before planning board to release a portion of the water quality conservation easement. Prior to project completion, we will dedicate new water quality conservation easement to replace that portion we asked release of. The planning board will seek input from Virginia and her department regarding this easement release. Based on my discussion with Virginia, she is in favor of the release. I am also attached the latest PCN (forwarded to USACOE) and owner authorization. I believe you have copies of the USACOE permit, City buffer certification, and the no practical alternative narrative. Greensboro Charter Academy Dear Mr. Christy: In accordance with the Jordan Water Supply Nutrient Strategy: Protection of Existing Riparian Buffers., any applicant that intends to disturb Zone 1 on September 12, 2013 stating that the stream buffer disturbances in Zone 1 & Zone 2 were necessary for the installation of a Driveway Crossing. The City of Greensboro determined that the permanent impact of 7,700 sf in Zone 1 and 6,624 sf in Zone 2 of the Jordan Water Supply Watershed stream buffer was necessary to install the driveway crossing including permanent and temporary disturbance. The temporary impact of Zone 1 is 5,422 sf (130 lf) and permanent impact 2,278 sf (36 lf). The temporary impact of Zone 2 is 4,926 sf (22 lf) and permanent impact 1,698 sf (0 lf). All surfaces must be restored with grassed vegetation as soon as the work is completed. Finally, the applicant should secure any other required federal, state, and local certifications before the project proceeds. This approval is valid only for the purpose and design that was described in the application. If any modifications are made to the project a written notification describing the changes, must be submitted to the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering Section). If the property is sold, the new owner must be given a copy of the certification and approval letter and is thereby responsible for complying with all conditions. Reference Note #5 of ‘General Notes’ on Sheet C-2.2. this was also mentioned in my ‘No Practical Alternatives’ and ‘Response to AIR 2013-09- 12’, attached. Soil borings, specifically hand auger borings #7 and #8 downstream of the dam (refer to attached geotechnical report) indicate soils are moist, but not saturated, until 3.5-4ft below grade (page 3). Any water in the stream is a result of direct runoff or seepage from the dam. I had this specific conversation with the geotechnical engineer and he is confident we can construct this in the dry, draining down the BMP a couple weeks before construction. We do not overall approval of the project yet because of an easement release. We have to appear before planning board to release a portion of the water quality conservation easement. Prior to project completion, we will dedicate new water quality conservation easement to replace that portion we asked release of. The planning board will seek input from Virginia and her department regarding this easement release. Based on my discussion with Virginia, she is in favor of the release. I am also attached the latest PCN (forwarded to USACOE) and owner authorization. I believe you have copies of the USACOE permit, City buffer certification, and the no practical alternative narrative.
