SUBJECT: NOTICE OF VIOLATION
Parkton Wastewater Treatment Facility
NPDES Permit No. NC0026921
Robeson County
Dear Mayor Adams:
As a result of your wastewater treatment facility's continued noncompliance with your NPDES Permit,
the regional office wastewater treatment consultant, Don Register made a visit to your office on August 26 for
an unscheduled inspection at your wastewater treatment facility. You graciously contacted your lawn
maintenance employee to unlock the facility in order for Mr. Register to gain access.
The facility was found to be in violation of the NPDES permit NC0026921, Section C. Operation and
Maintenance of Pollution Controls, Number 2. Proper Operation and Maintenance it is stated "The Permitee
shall at all times properly operate and maintain all facilities and systems of treatment and control (and related
appurtenances) which are installed or used by the Permittee to achieve compliance with the conditions of this
permit.
The following section states the reason for the violation and the pictures with the captions confirm. The
following pictures are what Mr. Register viewed when entering the facility.

It is apparent the influent bar screen cannot operate as 'intended when it has not been cleaned properly
and the screenings properly disposed of. Vegetation growing in the channel behind the screen should
not occur.
The oxidation ditch that was taken out of service appears to have overgrown vegetation and the
unpainted areas that are normally submerged in wastewater are deteriorating by severe rusting due to
exposure to air. This parallel unit should be ready for immediate service if or when needed.
The on-line oxidation ditch did not visually appeartOthaVe the required mixed liquor solids that are
needed for proper treatment.
The sand drying beds used for drying sludge are unserviceable when vegetation roots are allowed to
grow and clog the filtering effect of the sand.

The secondary clarifiers are questionable as to whether proper operation is occurring when three feet tall
weeds are growing inside them.

Chlorine cylinders are always required to be properly secured in an upright position and out of direct
sunlight. The chlorine gas is a lethal substance and should be secured and handled with more respect
than what is occurring.
A written response detailing your future course of:_.action in the proper operation and maintenance of the
Parkton Wastewater Treatment Facility is requested by the Fayetteville Regional Office and is to be received in
this office on or before October 10, 2005.

Since the visit by Don Register£atthe wastewater treatrnent-plant on August 26, 2005, all
the grass and weed eating has been :done at the facility The bar screens are being cleaned daily
and put in the trash can for disposal. :Also, the oxidation ditch' -has been cut; and cleaned. Chlorine
cylinders are in the right place and chained to the:wall of thelab building. All the -sludge-drying
beds are cut and`maintained. The'mixed iquorxm the #-2 oxidation ditch has been improved by
turning a'brown color and effluent water is looking great Philip J. Schroeder, thenew ORC has
been making a let of improvernents;for the wastewater plant This -will never happenagain. Also,
we have submitted a form showing the and the back up ORC to the state,` Raleigh, and
