I would suggest a minor edit to that sentence (see below). That reevaluation determined that there were no wetlands on the site, eliminating the need for an isolated wetlands permit and saving toe eeffp approximately 1.6 million dollars in associated mitigation fees. The proposed wood pellet production facility would bring an investment of between $95 million -$117 million in taxable property, as well as 79 direct jobs at an average salary of $37,000. There also could be 130 indirect jobs in the forest supply and logistics chain, 300 contractor and project crew jobs during the construction of the facility, and $35 million in purchases in the local logging and forestry industry. We were able to look at the features during our current "normal" rainfall condition and determine that they didn't meet wetland criteria so no isolated wetland permit would be required for work on the site. Enviva proposes to develop wood pellet production facility, which would use trees harvested in the region to produce wood pellets to be exported to Europe to be used in power generation plants. They state that the project would bring an investment of between $95 million -$117 million in taxable property, as well as 79 direct jobs at an average salary of $37,000. They also estimate that there will be 130 indirect jobs in the forest supply and logistics chain, and 300 contractor and project crew jobs during the construction of the facility. Enviva estimates that there could be $35 million in purchases in the local logging and forestry industry. • Fundamental Philosophy & Economics: The Annual Wastewater Treatment Plant and Collection System Operators Trainings that are sponsored and coordinated with NCRWA in our region each year. Operators receive their 6 hours of required continuing education and there is no cost to the municipalities or industries. • Fundamental Economics: Our region has supported and encouraged regionalization of our wastewater treatment plants for economic benefits for municipal systems examples: Fort Bragg to Harnett County, Ellerbe to City of Rockingham, Town of Vass to Moore County Regional. Regionalization improves water quality by combining several wastewater treatment plants into a larger more efficient facility which saves money and resources. Thank you for the opportunity. Higgins, Karen From: Higgins, Karen Sent: Monday, September 30, 2013 10:36 AM To: Matthews, Matt Cc: Karoly, Cyndi Subject: RE: Talking points for Mitch Gillespie I'm guessing that Ashley Furniture will be the talking point for this part of the program, but the only other success story I can think of during the term of this new administration was the Sampson County Economic Development project. There is a new industry being proposed on a site that had ^35 acres of isolated wetlands. They were proposing to impact —16 acres, which mitigating at 2:1 would be — $1.6 million (they were in a high fee HUC). We were working with them to come up with creative solutions, including mitigating in an adjacent HUC that is the lower fee, preservation, out -of -kind mitigation... We ended up doing a site visit with the new consultant in June and determined that they needed a new delineation as most of the proposed impact areas did not appear to be wetlands. In the end, none of the proposed impact areas were wetlands, so the project did not need a permit and they did not need to provide any mitigation, saving Sampson County —1.6 million dollars.
